Reports to: Town Council
Salary: $140,000 to $160,000 (determined based on experience/education)
Due to an upcoming retirement, the Town of Arnprior is seeking a new Chief Administrative Officer. Reporting directly to Council, the Chief Administrative Officer (CAO) will be responsible for the efficient and effective administration of all the departments, personnel and resources of the Town of Arnprior and shall be accountable to Council for such responsibilities. The CAO will perform all duties in pursuant to the provisions of the Municipal Act, the Delegation of Authority By-law and in accordance with all other applicable standards, regulations and law. The Department Heads reporting to the CAO are the General Manager - Operations, General Manager - Client Services/Treasurer, and the Fire Chief. In addition, the CAO will manage and provide on-going direction to the Community Services Branch and oversee planning approvals, long range planning, Building Code Services, programs aimed at marketing the Town, economic and community development, as well as Museum services. The CAO will provide strategic advice to Council on the operations and affairs of the municipality, providing policy recommendations on all aspects of municipal operations and directing implementation thereof.
Qualified candidates will possess post-secondary education in a related field, such as a University degree in Public Administration, Business, Accounting, Planning or other related fields accompanied by a Certified Municipal Officer (CMO) designation (or ability to acquire the designation within a specified timeline). Candidates must have at least ten (10) years experience of progressive responsibilities in municipal government and a minimum of five (5) years of senior municipal management experience. The ideal candidate will possess experience implementing financial plans, development plans, capital works and infrastructure improvement plans. In addition, the CAO will have experience in strategic operational planning and organizational development as well as a successful track record of achieving organizational, administrative, financial, and customer service excellence. The CAO will possess a solid understanding of municipal operations, legislation, finance, budgeting, infrastructure, planning and economic development. The CAO will possess strong interpersonal and communication skills and will be a strategic and creative thinker with the ability to align Town programs/services with corporate goals/objectives. The CAO will champion the vision and mission of the Town and foster a positive, productive, innovative and collaborative workplace environment.
