Fleet Superintendent
Reporting to the Manager of Maintenance Operations
The incumbent will:
- Direct and supervise administration, registered trades personnel and front line supervisory staff providing efficient delivery of fleet management, repair and maintenance programs in five separately licensed Motor Vehicle Inspection Stations (MVIS) throughout the Region of Durham.
- Develop long term fleet replacement plans, manage asset replacement programs and calculate life cycle costs, depreciation and monthly contributions to the equipment replacement reserve fund.
- Prepare and monitor capital, overhead and operations budgets for the acquisition, maintenance and disposal of assets based on lifecycle and operational analysis, while considering emerging "Green Fleet" initiatives and new technologies.
- Plan, prepare and oversee the development and administration of all service contacts and standing agreements for the Fleet Services division.
- Monitor daily maintenance activities by ensuring staff are working in a safe and effective manner in accordance with the Region's Policies and Procedures, Ministry of Transportation and Occupational Health and Safety Act.
- Participate in labour relations issues including attending and representing the Fleet division in grievance, mediation and arbitration hearings.
- Liaise with other divisions, departments and various outside agencies.
The successful applicant will possess:
- Automotive Technician License (Certificate of Qualification 310-S) and/or Truck/Coach Technician License (Certificate of Qualification 310-T).
- Business administration, project management, mechanical engineering, lean management, or other financial/accounting designations would be deemed to be an asset
- Extensive management experience in a large and complex unionized operations environment.
- Experience in research, analysis, key performance measurements, strategic and business planning, statistical/mathematical modeling.
- Extensive experience in contract and project management, negotiating and conflict resolution.
- Advanced computer skills, with an ability to adapt and embrace new software and equipment that will be connected to the IOT (internet of things) environment.
- Experience with Microsoft office, Peoplesoft FIMS and HCM and Enterprise Maintenance Management Systems.
- Knowledge and understanding of MTO Traffic and Design Manual, Union Contracts and Collective Agreements, Municipal Act, CVOR regulations, Employment Standards and the Occupational Health and Safety Act.
- Excellent verbal and written communication skills, interpersonal, leadership, public relations, time management and organizational skills.
- The ability to work independently as well as in a team environment and oversee multiple unionized and management staff at multiple locations.
- A valid Ontario Class 'G' Driver's License.
Management & Exempt Salary Grade 8
- Salary: $107,042 to $133,803 per annum
