Reporting to the Deputy General Manager of Business Services, the Supervisor, Finance is responsible for leading the Finance group as a central point of subject matter expertise at Durham Region Transit (DRT) on best practices and for coordinating, developing, monitoring and reporting on operating and capital budgets. This position will ensure all financial activities are accurate and adhere to Regional policies and procedures, and will pursue improvements to financial and accounting processes. The Supervisor will conduct special projects, reviews and audits to identify financial efficiency issues and gaps and recommend changes as well as contribute to business plans, financially related reports and studies in support of DRT's progress towards financial and strategic objectives.
 
The incumbent will:
 
  • Monitor and identify trends, highlighting and explaining cost variances from budgets and forecasts
  • Prepare year-end and short and long-term forecasts for capital and operating expenditures and revenues to identify and recommend adjustments and interventions
  • Prepare and present regular financial reports to Senior Management as well as assist in the completion of key reports, including budget related reports and studies, business plans and status reports
  • Support DRT management and staff in performing the various functions related to preparing and monitoring annual operating and capital budgets for DRT
  • Analyze, interpret and report on financial and budget results across DRT
  • Identify financial efficiency issues and gaps in programs and processes and develop recommendations to improve results
  • Ensure effective communications and consultation with internal and external stakeholders for the exchange of data and information in support of business plans, budget-related servicing and financing studies as well as act as a liaison between DRT work units and industry stakeholders for exchange of information on activities, directions, legislation and various trends
  • Develop, direct and monitor staff within the DRT Finance section and in the broader DRT organization to keep current and effective in its financial capabilities
  • Guide and effect the training for staff across DRT on relevant financial and accounting processes and procedures, including for day-to-day cost accounting
  • Adhere to and support corporate occupational health and safety policies, programs and directives and attend pertinent mandatory and optional health and safety training to ensure familiarity with legislation and workplace hazards.
 
The successful applicant must possess:
 
  • A four-year University degree in Business Administration, Finance, Accounting or a related field
  • A minimum five (5) years of experience in accounting, finance and financial and business planning, preferably in the public sector
  • CMA, CGA or related designation
  • Knowledge of generally accepted accounting principles and practices
  • Demonstrated knowledge of activity-based costing systems, cost-benefit analysis, business casing and return on investment in a municipal environment
  • Knowledge of regional budget management policy and purchasing procedures as well as provincial and municipal legislation
  • Ability to manage multiple priorities and tight deadlines in a rapidly changing environment
  • Advanced computer skills in, and ability to learn new, financial software and support systems (Excel, Access, FIMS, HCM, PeopleSoft)
  • Ability to contribute to a team environment and foster excellent working relationships with all levels of staff and management within the organization
  • Advanced written and verbal communication skills coupled with the ability to problem solve and manage conflict effectively
 
Project Management Professional (PMP), Certified Analytics Professional (CAP), Lean Management or equivalent or other financial/accounting designations would be considered an asset.
 
Understanding of transit operations or prior working experience in public transit would also be considered an asset.
 
 
Management & Exempt Salary Grade 6
 
- Salary: $85,114 to $106,392 per annum
