Job summary
This position provides supervisory oversight of the Environmental Protection Officers conducting environmental monitoring activities, spills response and administering compliance programs and laboratory staff providing laboratory services; with a focus to ensuring attainment of the division’s goals. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will aid in the achievement of the Community Vision – to be the city that makes a difference.
  • Provide direct supervisory oversight of staff including support for the recruitment, training, mentoring and performance of environmental protection officers and laboratory services team members.
  • Responsible for all operational aspects of laboratory services ensuring adequate resources and supplies to ensure timely results for all sampling.
  • Administer the Sewer Use By-law including industrial over-strength compliance and surcharge agreements.
  • Monitor, review, interpret, summarize and ensure compliance with applicable legislation and regulations (e.g. Environmental Protection Act, Ontario Water Resources Act, Spills Reporting and Hazardous Waste).
  • Provide visible and positive leadership to staff consistent with the commitments of the City’s Leadership Charter, developing and nurturing a work environment that is inclusive, accountable, respectful and motivating for staff.
  • Assist in the preparation and development of team budgets, reports to senior staff, council committees and regulatory agencies as well as the development of annual work plans.
  • Assist in the development and effective implementation of standards, methods and procedures, and recommend appropriate strategies for continuous improvement.
  • Represent Wastewater Services on corporate committees and teams as assigned.
  • Participate in the wastewater services supervisor on call rotation and provide back coverage for other management staff.
  • Oversee the 24-hour Emergency Spills Response program for Environmental Protection.
  • Perform other related duties as assigned.
  • Considerable experience related to the duties listed above, normally acquired through a post-secondary diploma in Environmental Studies, Engineering Technology or related discipline and considerable experience in water or wastewater environments preferably in an operational municipal setting.  Candidates with an equivalent combination of education and experience may be considered.
  • Experience supervising staff or leading work teams, preferably in a unionized environment.
  • Knowledge of sewage by-law enforcement, spills reporting and laboratory functions.
  • Knowledge of industrial manufacturing and process operations, pollution prevention, pretreatment and waste disposal alternatives, as well as wastewater treatment.
  • Change management skills through collaboration in order to achieve positive solutions and outcomes in an ever changing, fast-paced work environment.
  • Excellent organizational and project management skills with the ability to manage multiple projects and work tasks effectively.
  • Knowledge of the Ontario Occupational Health and Safety Act and chemical safety.
  • Excellent communication skills with the ability to communicate with all levels of staff, stakeholders and the public.
  • Experience with Microsoft Office (Word, Excel, Power Point and Outlook) with the ability to prepare reports, presentations and spreadsheets.
  • Knowledge of the principles and application of Quality Management Systems.
  • Ability to prepare and implement policies, procedures and training programs.
  • A team player with excellent interpersonal skills
  • Ability to respect and deal with highly confidential and sensitive issues.
  • Ability to oversee operating and capital budgeting, and purchasing.
  • Excellent customer service skills with the ability to resolve customer inquiries or complaints in an effective manner.
  • A valid Class G drivers licence with a good driving record.  Successful candidates will be required to provide a current driver’s abstract and CVOR (if applicable) prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
$80,189.83-$100,237.29 per year
