Waste Management Policy Analyst

Resumes are being accepted for the temporary position of Waste Management Policy Analyst with the Solid Waste Resources Division. The successful candidate will both proactively initiate and act as the advisor on development of City waste management policies and programs.  In addition, the incumbent will review, analyze and develop the City’s position on new waste policies and programs that are originated at higher levels of government (provincial and federal). Policy development and project management skills are needed to: lead the development, implementation, evaluation of solid waste policies and programs, assess policy/program implications, effectiveness, and impact; engage in stakeholder consultations, and prepare a range of documents. The successful candidate will work with all levels of employees across the Division to enhance our public service to the community.  Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will aid in the achievement of the Community Vision – to be the city that makes a difference.
Hours of Work:
35 hours per week, 7:00 a.m. – 5:00 p.m., Monday to Friday. The schedule may be flexed to facilitate community outreach programs during evenings and weekends throughout the year as a requirement of the position.
  • Lead the development, implementation, and evaluation of waste management policies and programs to achieve the goals of the City’s Waste Management Master Plan.
  • Assess new provincial/federal waste management legislation/policies/programs to determine their impact on existing City programs/policies.  Make recommendations to management on required corrective actions (if any).
  • Provide on-going tracking of technical trends, developments, advances and best practices in the delivery of services.
  • Participate in governmental or industry advisory committees/bodies as a representative of the City of Guelph.
  • Lead project teams to implement new City waste reduction initiatives.
  • Provide technical advice and problem-solving assistance to the Division’s Management Team.
  • Prepare and present reports and presentations on activities and plans to Council and Community representatives/partners.
  • Assist in the Division’s marketing and public education efforts.
  • Provide community outreach at special events/presentations/tours.
  • Provide back-up to the Waste Resources Coordinator and Clerical III Assistant as required.
  • Perform other duties as assigned.
  • Experience related to the duties listed above, normally acquired through the completion of a university degree in Environmental Science or a related field and 5 years’ experience within the waste management field.  Candidates with an equivalent education and experience may be considered.
  • A valid Class G drivers licence with a good driving record.   Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Excellent organizational skills with the ability to manage multiple assignments in order to meet deadlines in a very demanding environment.
  • Excellent communications skills (both oral and written) with the ability to communicate with all levels of staff, stakeholders and the general public.
  • Excellent customer service skills with the ability to effectively manage difficult situations in a courteous and efficient manner.
  • Advanced skills in Microsoft Office (Word, Excel and PowerPoint).
  • Ability to work independently and in a team environment.
  • Ability to research and draft new waste management policies for approval.
  • Knowledge of provincial/federal waste management legislation/policies/programs.
  • Knowledge of the Occupational Health and Safety Act.
  • Ability to provide leadership in order to coordinate new project teams.
$32.15 - $39.49 per hour
