Note:  
  This is a permanent full-time position working 35 hours per week.
 
Purpose:
The Health & Safety Specialist provides advice, guidance and support at the department /divisional level on the occupational health and safety program, including the development and implementation of policies, procedures and guidelines and assists in the education and training of employees. This position plays a critical role in acting as an advocate for safety and will demonstrate principles, practices and processes that will optimize a safe environment for all. 
 
Preferred Background:
The successful candidate must possess a Bachelor’s degree or diploma in Human Resources or Health & Safety Management, along with a minimum of five (5) years of progressively responsible health and safety program management experience. Excellent knowledge of occupational health and safety legislation and best practice procedures is required. The candidate must possess the ability to prioritize, handle multiple tasks and deal effectively with tight deadlines; must be able to quickly respond to issues, and apply knowledge to solve problems. Demonstrated knowledge and understanding of disability legislation and regulations is required, including Human Rights Code (duty to accommodate), Workplace Safety and Insurance Act and Accessibility for Ontarians with Disabilities Act (AODA). Proficiency with Microsoft Office (Word, Excel, and Outlook) is required. Prior experience with organizing and coordinating wellness initiatives/programs would be an asset. Experience with Parklane or other health and safety software experience is an asset. CHRP or CRSP designation is an asset. An equivalent combination of education and experience will be considered.  
 
Duties:
 
  • Recommend, implement and evaluate Regional workplace injury prevention plans and employee wellness programs based upon workplace health risks and occupational hazards that are identified through workplace injury history, trends and root cause analysis. 
  • Ensure compliance with occupational health and safety laws, regulations and standards as well as provincial legislation related to safety.
  • Review monthly injury reports provided by the Parklane Reporting System and be accountable for the accuracy and management of the statistical data and related costs.
  • Perform health and safety audits and assessments as required to support managers and ensure that employee safety training is up to date and legislative compliance maintained.
  • Collaborate with Learning & Development in the identification, development and delivery of health and safety training.
  • Provide leadership and guidance to Regional Joint Health & Safety Committees.
  • Manage WSIB claims with a focus on early and safe return to work processes, accommodation, modified work and coordinate the return to work meetings/process.
  • Collaborate with WSIB Work Transition Services to support complex return to work plans.
  • Provide consultative advice and guidance to departments regarding claims management of WSIB activities. Liaise with the WSIB, Employee Health, Safety & Wellness, Payroll and HR Operations to ensure effective claims management.
  • Act as a key internal consultant to staff and management on WSIB related issues.
  • Complete payroll and employment-related forms as required.
  • Review all WSIB correspondence to verify correct adjudication and assignment of claim costs has occurred and entering the appropriate information in the Parklane system.
  • Work with the Disability Advisor to oversee and initiate the WSIB appeal and reconsideration process where necessary.
  • Conduct thorough reviews of all information provided and initiate third-party intervention as required. Prepare file histories and information for legal briefs and WSIB appeal hearings.
  • Prepare statistical and cost reports as required by accurately inputting costs and claim information (Parklane). Identify cost discrepancies by thorough review of claim invoices and reconciling issues between divisional records and the WSIB records. Liaise with departments on a consistent basis with regards to employee capabilities and restrictions for employees who remain off work or are participating in a gradual return to work program.
