This is a permanent full-time position working 35 hours per week

Reporting to the Director of Planning & Chief Planning Official, this role will Manage the Community Planning team and be accountable for the implementation of Provincial policies as delegated to the Region, including review of development applications, secondary plans and local municipal plans.  
Preferred Background:
The successful candidate will possess a degree in Urban or Regional Planning with a Registered Professional Planner (RPP) Designation and membership in the Canadian Institute of Planners (MCIP) and ten years of relevant experience which includes processing various applications under The Planning Act and providing expert testimony before the Ontario Municipal Board (OMB).  In-depth knowledge and application of all aspects of the planning and development process in Ontario including applications related to the Parkway Belt West Plan, Niagara Escarpment Plan, and Growth Plan for the Greater Golden Horseshoe and the Aggregate Resources Act
Demonstrated expertise in financial business management and provincial legislation including the Planning Act and the Municipal Act is required. Exceptional communication skills, sound judgment, superior customer service, facilitation, negotiation, dispute resolution, relationship building and collaboration skills for interaction with Senior Management, public officials, agencies and the public.  Excellent abilities in strategic planning, performance management, problem solving, decision making and team leadership within a best practices/continuous improvement culture.  An equivalent combination of education and experience will be considered.
  • Directs, manages, hires, guides, evaluates and develops all direct reports through effective supervision, demonstrated leadership, coaching and mentoring.
  • Ensures the section works in balance with the division’s holistic approach to land use studies, plans and implementation of infrastructure and transportation planning.
  • Prepares the section’s operating and capital budget forecasts to support the division’s mandate and objectives.
  • Provides professional planning advice regarding applications of the Planning Act, Niagara Escarpment Planning & Development Act, Aggregate Resources Act, Parkway Belt West Plan, Places to Grow Act and other planning related matters.
  • Implements elements of the Regional Official Plan and prepares site specific Regional Official Plan amendments.
  • Provides valuable recommendations to Regional Council and senior management by discerning trends, forecasting the supply and demand for land use activities and building consensus, consistent with enlightened planning principles, good design and sustainability principles.
  • Develops and implements strategies, policies and procedures to monitor and ensure that urban growth approval is consistent with the Region's ability to provide urban services, to address existing and planned needs to achieve Halton’s vision for Sustainable Communities, while incorporating Provincial planning policies, local municipality needs, development industry viewpoints and public concerns.
  • Ensures the necessary implementation tools are provided in time to implement Halton’s vision for growth through completion of planning studies, environmental scans and stakeholder consultations.
  • Builds strong relationships with the development community, Regional and local departments, ratepayer groups and other levels of government.
  • Participates as a Planning Services Management Team member focused on divisional development, integrating working relationships within the divisional sections.
  • Provides strategic advice to the Director concerning Planning Act Authorities.
  • Oversees development pre-consultation, approvals, manages delegated planning approval authorities and monitors development activity.
  • Secures provincial policy interests in municipal planning applications.
  • Manages and conducts dispute resolution services to reduce Regional costs and avoid unnecessary delays with respect to development.
  • Provides strategic direction and advice at all OMB hearings regarding development approvals and provides expert witness testimony at major OMB and Joint Board hearings.
  • Performs other duties as assigned.
