SALARY RANGE:   $94,597-$118,246 (Pay Grade 10)

    This position is being offered on a permanent full-time basis working 35 hours per week.
 
Preferred Background:
Reporting to the Director of Water Services, this position requires a University Degree in Civil Engineering or a related discipline with a minimum of ten (10) years of progressive management experience specifically in the delivery of major capital works programs. Must be a licensed Professional Engineer (P. Eng) and hold a valid membership with the Professional Engineers of Ontario to act as stamping engineer on record. Experience in a municipal environment with an understanding of the regulations related to design & construction within the Water Treatment and Distribution fields.  Experience developing and coordinating large capital projects, the environmental assessment process, and the financing of water infrastructure is critical. Demonstrated experience in Project Management and public relations is required to deal with various stakeholders and competing projects. Must possess expertise in financial business management and collaborative leadership within a best practices and continuous improvement environment. Excellent judgment, decision making and superior customer facilitation skills are essential for interactions with senior management, members of the public and external agencies. Demonstrated leadership, strategic thinking, problem solving and exceptional communication skills are required to make presentations to the public, council, and other stakeholders as required. 
 
Duties:·        
 
  • Directs and manages functional service groups in the areas of Water Treatment Facility Design, and Construction as well as Water Distribution System Design and Construction.
  • Manages and performs Water Environmental Assessments (EA’s) in accordance with Ministry of Environment (MOE) guidelines including the development and review of conceptual designs.
  • Prepares preliminary and detailed designs of future Water infrastructure to accommodate the growing needs of Halton Region and its residents.
  • Reviews and oversees the tendering, selection, and awarding of Capital Projects for the Water Services division providing status reports to various stakeholders regarding agreements with consultants, contractors and neighbouring municipalities.
  • Leads the commissioning of all Water projects and ensures all permits and approvals are received to avoid delays in the development and maintenance of Regional water infrastructure.
  • Develops and monitors engineering standards for the water services group to ensure compliance with MOE regulations and the Professional Engineers of Ontario code of ethics.
  • Coordinates water infrastructure design & construction with local municipality and regional road programs.
  • Ensures that consultants and contractors are effectively managed to make certain timelines are maintained and deliverables are achieved.
  • Manages the Capital Works Program for the Water Services division to ensure projects are completed within expected timelines and forecasted needs are met working within the constraints of applicable legislation and regulations (i.e. MOE, MOL, MTO and Conservation Authorities).
  • Oversees the design of water infrastructure in collaboration with the department’s CAD group so that projects are completed within the specifications required.
  • Ensures that all Water project information is maintained in appropriate fashion and is accurate based on project status (i.e. IPFS, PWMS).
  • Oversees and mentors engineers in training and junior engineers to foster career development.
  • Manages the Water Design & Construction area by providing coaching, development opportunities and team leadership to a diverse group of staff including professional engineers, technical staff, and administrative support.
