This is a permanent full time position working 35 hours per week.
Reporting to the Director, Economic Development this role will identify opportunities, recommend strategies and oversee development of Halton Region owned real estate, in order to address Regional and community needs and maximize the value of these assets.  This role will also oversee the planning, public engagement and development processes to bring development concepts through to completion.
Preferred Background:
The successful candidate will have demonstrated experience delivering complex and innovative real estate development projects on schedule and on budget.  The successful candidate must possess expert project management, analytical and problem solving skills.  Strong oral and written communication skills, along with a proven track record of facilitation, negotiation and dispute resolution skills are required.  The successful candidate will possess a degree in urban planning, engineering, business (real estate focus) or a related field with progressive experience in major land development planning and development.  The successful candidate must have demonstrated experience working with the key disciplines required to develop real estate assets including finance, planning, architecture, engineering, legal and construction.  Strong knowledge of the Planning Act and related land use planning legislation, policy and guidelines is required.  Demonstrated solid judgment, political acuity and tact are necessary.  Membership or eligibility for membership in the Canadian Institute of Planners, Professional Engineering designation (P. Eng.), registration with the Professional Engineers of Ontario, Project Management Professional (PMP) designation and designation from the Appraisal Institute of Canada (CRA /AACI) are considered assets.  An equivalent combination of education and experience will be considered.
Working Conditions:
The successful incumbent must be flexible in working hours as there may be frequent trips to project sites; incumbent must supply their own transportation and will be required to provide a copy of their driver’s licence by their first day of employment.  Offers of employment will be made on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check by their first day of employment.
  • Review and prioritize Halton Region’s corporate real estate holdings from the perspective of the Region’s future needs and short/medium/long-term development potential.
  • Develop strategies for development of the Region’s key real estate assets.
  • Develop and implement plans to develop key Regional real estate holdings from concept to approvals through to construction.
  • Engage necessary expertise resources and contracts in accordance with the Region’s Purchasing By-law.
  • Project manage the various processes required to develop the Region’s key real estate assets in a timely manner.
  • Lead public engagement through consultations, presentations, open houses and face-to-face interactions with the public, contractors and regulatory agencies as required.
  • Liaise with Regional, Local Municipal, institutional and community stakeholders to maximize community benefits from development.
  • Prepare reports to Regional Council.
  • Join divisional, departmental or corporate committees as required.
  • Performs other duties, as assigned.
