    This is a permanent full time position working 35 hours per week. 
 
Purpose:
Reporting to the Director, Financial Services and Payroll, this position provides financial analysis, management reporting, project management and conducts regular performance analysis and makes supported recommendations to improve operating efficiency. Contributes to the creation of an environment that supports teamwork, collaboration and the achievement of results within the department.
 
Preferred Background:
The successful candidate will possess a Chartered Professional Accountant (CPA) designation or Master of Business Administration (MBA) degree along with three to five years of experience in complex financial analysis and financial reporting within critical timelines. 
 
In addition, the successful candidate will have demonstrated the following:
  • Sound understanding of economic/financial/accounting/audit theory and methodology
  • Proven ability to gather data, analyze and make recommendations
  • Excellent written communication and presentation skills
  • Ability to work under pressure and meet tight deadlines
  • Demonstrated self-direction, judgement, discretion and initiative
  • Effective interpersonal, administrative and organizational skills
 
Duties:
  • Responsible for developing reports to Council and Senior Management to include analytical summaries to improve the decision making of management to help support achieving our strategic objectives.
  • Review accounting standards (existing and new) and prepare position papers to recommend accounting treatment and disclosure of transactions to ensure the Region meets public sector requirements set out by the Canadian Institute of Chartered Accountants (CICA)
  • Support the Financial Reporting team with Consolidation, Financial Statement and Notes preparation, Ministry reporting, internal and external audit requirements
  • Coordinate and manage the content of the Annual Financial Report
  • Prepare background papers, briefing notes, commentary and presentations on procedures and policies to ensure the Region maintains strong internal controls and follows best practices for Financial Services and Payroll processing and reporting
  • Develop key performance metrics for Financial Services and Payroll
  • Participate in working group meetings
  • Prepare project charters and project plans, coordinate and participate in project tasks, coordinate and lead meetings, and liaise with external consultants where required
  • Review and comment on reports prepared by consultants to ensure recommendations made for process improvements within the Region provide for maximum efficiency and effectiveness taking into consideration the Region’s business and operating environment.
  • Financial Advisory Panel representative for the Municipal Benchmarking Network Canada
  • Performs other duties as assigned.
