    This is a permanent full-time position working 35 hours per week
Reporting to the Manager Road Operations, this position is responsible for activities related to the Region's Traffic Safety, Traffic Signals System/Street Lights & Traffic Operations programs including the maintenance of these assets. This involves supervising staff, preparing and overseeing the development of the Regional Roads Traffic Operations budget, and coordinating the Region’s traffic signal network system/street lights, safety programs and managing all related transportation studies, to ensure the safe and efficient operation of the Regional Road System.   
Preferred Background:
The successful candidate must possess a diploma in Civil Engineering or Transportation Technology from a recognized Community college and five to ten (5-10) years directly related experience in transportation engineering including traffic safety, traffic signal systems, street lighting, traffic operations, asset management and lifecycle principles. Applicants must be certified or be eligible to be certified as an engineering technologist with Ontario Association of Certified Engineering Technicians and Technologists (OACETT).  Incumbent must be able to understand and apply principles and methods of transportation engineering and roadway design with a demonstrated ability to read and interpret technical reports, plans, codes and regulations.  Incumbent must also have thorough knowledge and understanding of provincial and federal legislation applicable to Road Operations including the Occupational Health and Safety Act, Highway Traffic Act and Minimum Maintenance standards (regulation 239). The incumbent should demonstrate the ability to set priorities and meet objectives using strong customer service, team leadership capabilities and effective communication and collaboration skills with internal and external stakeholders.  Proficiency with Microsoft Office suite is required. An equivalent combination of education and experience will be considered.
Working Conditions:
The successful applicant must possess and maintain a valid class ‘G’ driver’s license. Travel will be required between locations within Halton Region; incumbent must supply their own transportation at times. 
  • Supervise a diverse team of technical professionals. Responsible for managing recruitment, time and attendance, performance and recognition, professional development, coaching, mentoring, customer service and health and safety.
  • Plan, assign, and monitor staff working on the Region’s Traffic Signal Operation, Maintenance, Traffic Safety and Red Light Camera programs. 
  • Prioritize, assign, and monitor the work performed by staff to ensure established processes, procedures, service levels, performance metrics and safety standards are met to ensure the safe and efficient operation of the Regional Road System.
  • Develop, monitor and report on the capital and operating budgets related to these activities to ensure effective cost control.
  • Manage a wide variety of transportation studies ranging from traffic operations, safety audits, signal systems reviews, corridor optimization studies and red light camera feasibility studies.
  • Supervise the review and comments for traffic management plans, road closures and detours for various capital and development construction projects on Regional Roads.
  • Coordinate and assist in the development of the Region’s Asset Management program for all Traffic signal, street light and safety-related assets.
  • Review and analyze work methods and recommend changes to Regional policies, By-laws, standards, work processes or technology.
  • Establish and maintain effective working relationships with internal and external stakeholders (Contractors, Consultants, and Local Area Municipal staff) to resolve maintenance conflicts and obtain required approvals.
  • Respond to customer inquiries or complaints related to Traffic Safety and Operations in accordance with corporate customer service standards.  Ensure issues are resolved promptly, decisions are appropriately documented and communicated to appropriate stakeholders (public, local municipalities and internal staff).
  • Perform other duties as assigned.
