Reporting to the President and C.E.O., the successful Director, Water and Wastewater Operations, will provide leadership and strategic direction to the Water and Wastewater departments, for the operation and maintenance of water and wastewater. Major system components include water and wastewater treatment facilities, water distribution systems, and the wastewater collection system.
The Director will ensure that treatment, distribution and collection facilities and networks operate at the highest level of efficiency while maintaining quality, current demand and environmental goals and that full compliance with regulatory requirements are met. The Director will build relationships, resolve conflicts, and promote collaboration internal and external to Water and Wastewater Operations.
Primary Duties:
  • Apply knowledge of the political, legislative, regulatory, and other trends analysis; effectively communicate goals and objectives of the department and workgroups.
  • Strategic thinking and demonstrated experience shaping and implementing divisional and corporate vision, mission, and values, as well as corporate strategies.
  • Promote health and safety as a corporate overarching goal and utilize strategies to ensure health and safety is integrated into Utilities Kingston culture.
  • Participate on regional committees.
  • Meet established deadlines in a dynamic work environment with shifting priorities.
  • Proven ability to lead and develop individuals and teams towards a common purpose; set clear expectations and direction and maintain role model position for managers and supervisors.
  • Manage budgets and drive cost efficiencies within Operations and Utilities Kingston.
  • Strong verbal and written communication and presentation skills.
  • Manage and develop management staff, and manage teams in a unionized environment.
  • Lead change to enable innovation, quality, and efficiency.
Education, Certification and Other Qualifications Required
  • Bachelor’s degree in Civil Engineering, or a related field, with a specialty obtained in water and wastewater operations, or any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
  • Minimum of 10 years of progressively responsible and diversified experience in a leadership capacity in water and/or wastewater municipal operations.
  • Minimum 5 years’ experience at senior management level, preferably in a municipal environment, and previous experience managing multi-disciplinary teams in a unionized environment.
  • Licensing in water treatment and wastewater treatment collection, an asset.
  • Proven knowledge of water and wastewater practices, theories, and trends to recommend long-term plans and policy direction for Utilities Kingston’s water and wastewater program, services, and facilities.
  • Progressively responsible experience in the application of engineering theories, practices, and trends to manage contracts and projects, including the reviewing, approving and implementing of work plans and project budgets.
  • Demonstrated financial management skills and experience developing, implementing and monitoring large-scale operating and capital budgets.
  • Proven success implementing and managing multi-year operating and capital budgets in support of objectives.
  • Extensive knowledge of the regulatory environment in water and wastewater treatment, collection and distribution.
