The City of Kitchener is a vibrant and dynamic city of approximately 240,000, in the heart of southwestern Ontario. The city is in the midst of developing a corporate climate action plan that will further its efforts to create a sustainable city.
 
To position the organization well for continued success, the City has recently realigned its corporate structure, creating a new Financial Services Department. The City of Kitchener is seeking a Chief Financial Officer (CFO) to lead this new Department.
 
Reporting to the Chief Administrative Officer, the CFO will ensure the responsible stewardship of public funds and financial integrity of the organization. The CFO is also accountable for the finance functions prescribed under the Municipal Act in his/her statutory capacity as City Treasurer. 
 
As CFO, you will lead a team of finance professionals in developing and delivering financial strategy, policy and programs. You will oversee finance operations and internal service delivery across the full finance continuum with a ‘business partner’ approach. You will lead the alignment of tangible capital asset management plans with financial resources, and lead the continued evolution of the City’s financial and work management systems. Your portfolio will include providing strategic direction to the City’s senior team of professionals and ultimately leading a team of 105 employees in Accounting, Asset Management, Financial Planning, Revenue, and Supply Services. You will also oversee the City’s SAP business solutions team.  Your responsibilities will include oversight of: $400 million annual operating budget; $1.1 billion 10-year capital forecast; $615 million in customer payments annually; 77,000 tax and 86,000 utility customer accounts; $165 million in cash and investments; over 25,000 payments to 2,600 vendors annually; $112 million payroll for 2,800 employees; and asset management planning of assets with an estimated replacement cost of over $3 billion. You will also oversee insurance and risk management functions, and represent the City of Kitchener on the Waterloo Region Municipalities Insurance Pool Advisory Board.
