The City of Kitchener is a vibrant and dynamic city of approximately 240,000, in the heart of southwestern Ontario. As the largest municipality in Waterloo Region, Kitchener continues to be poised for development and growth, enhancing its reputation as a leader in city-building and innovation, with nationally recognized strategies to build its neighbourhoods, its digital infrastructure and its diverse economy. Forward-thinking, the city is in the midst of developing a corporate climate action plan that will further its efforts to create a sustainable city.
To position the organization well for continued success, the City has recently realigned its corporate structure, creating a new Development Services Department. To lead this new Department, The City of Kitchener is seeking a General Manager, Development Services.
Reporting to the Chief Administrative Officer, the General Manager, Development Services will have the opportunity to lead the development of a shared vision for economic growth, a robust and resilient economy, city building, sustainability, and development interests. The shared vision will serve as a platform to enhance staff collaboration and communication. With the support of your department senior management team, you will lead and drive a comprehensive review of development services, ensuring work processes add value and align to the vision. An experienced city builder and the City’s most senior development professional, you will build and sustain strong relationships with Council, community and business stakeholders, different levels of government, and regulatory bodies. You will advocate for and ensure policy integration across disciplines, negotiate complex issues and resolve stakeholder conflicts, and collaborate internally to ensure effective development integration and service delivery. Your portfolio will include providing strategic direction to the City’s senior team of development professionals and ultimately leading a team of 290 employees in Building, Economic Development, Engineering, Planning, and Transportation. In addition, you will advance progress on the City’s corporate and community sustainability agenda / initiatives. A creative problem solver with a collaborative leadership style, you will champion the mission and values of the City to foster a positive and innovative workplace culture.
As a member of our corporate leadership team, through a collaborative consensus-based approach, you will play a key role in developing corporate strategy, including providing high-level financial direction, participating in priority-setting, and being a champion for a strong organizational culture. You will be an ambassador for the City of Kitchener, and your strong political acumen and respect for the partnership between administrative staff and Council ensure that you are a responsive direct liaison to City Council.
