General Manager, Infrastructure Services
The City of Kitchener is a vibrant and dynamic city of approximately 240,000, in the heart of southwestern Ontario. As the largest municipality in Waterloo Region, Kitchener continues to be poised for development and growth, enhancing its reputation as a leader in city-building and innovation, with nationally recognized strategies to build its neighbourhoods, its digital infrastructure and its diverse economy. Home to thriving technology and advanced manufacturing sectors, balanced by a strong maker economy and vibrant arts community, Kitchener is the western anchor of the Toronto-Waterloo Region Innovation Corridor. Forward-thinking, the city is in the midst of developing a corporate climate action plan that will further its efforts to create a sustainable city.
To position the organization well for continued success, the City has recently realigned its corporate structure, creating an opportunity for a new General Manager, Infrastructure Services.
Reporting to the Chief Administrative Officer, the General Manager, Infrastructure Services will have the opportunity to lead the quality and efficient delivery of infrastructure services that all Kitchener citizens rely on every day. You will ensure the department provides sound infrastructure and reliable maintenance, operations and security of buildings, roads, trails, parks, watermains, sewers, a natural gas distribution system, vehicles and other assets. You will advance effective planning and operationalization of corporate strategies/policies as they relate to the use of city property, assets and infrastructure, to implement broader City objectives. You will champion this work within the department and corporately by encouraging internal stakeholder involvement, clarifying objectives, establishing expected outcomes, resolving conflicts and ensuring alignment across departmental boundaries. Your portfolio will include providing strategic direction to the City’s senior team of professionals, and ultimately leading a team of 625 employees in: Facilities Management, Fleet, Operations-Environmental Services, Operations-Roads & Traffic, and Utilities (water, sewer and one of only two municipally-owned natural gas utilities in Ontario). A creative problem solver with a collaborative leadership style, you will champion the mission and values of the City to foster a positive and innovative workplace culture.
As a member of our corporate leadership team, through a collaborative consensus-based approach, you will play a key role in developing corporate strategy, including providing high-level financial direction, participating in priority-setting, and being a champion for a strong organizational culture. Your strong political acumen and respect for the partnership between administrative staff and Council ensure that you are a responsive direct liaison to City Council.
A visionary and strategic leader with demonstrated success in a public sector, unionized environment, you have proven confident, proactive leadership capabilities and are a strategic thinker.  Your exceptional interpersonal skills have earned you a reputation for building a positive, accountable work culture and developing and inspiring strong management teams and staff.  A model example of exceptional commitment to customer service, you set the standard for a department that strives to provide the highest quality of services to Kitchener citizens.
