Policy Advisor
(Temporary, full-time to December 2018)

The Middlesex-London Health Unit (MLHU) has an exciting opportunity for a temporary, full-time Policy Advisor at 50 King Street, London until December 2018 with the possibility of an extension and/or permanent opportunity. Reporting to the Director of Healthy Living, this position is responsible for providing strategic policy leadership within MLHU. The successful candidate will undertake policy analysis and development in support of various public health initiatives.
Key Responsibilities:
  • Lead and conduct evidence-based policy research, analysis and synthesis to formulate recommendations, strategies and policy options for senior management;
  • Establish and maintain internal and external stakeholder relationships and lead public consultations;
  • Assess new and existing local and provincial legislation, policies and programs to determine their impact on existing, or planned strategies and policies and/or make recommendations on a course of action;
  • Analyze policy-related literature and reports produced by others including municipalities and other public health units, academics and other levels of government;
  • Monitor the municipal and provincial political and policy environment and make recommendations on health policies;
  • Inform and advise strategic communications regarding healthy public policy in conjunction with the Manager of Communications;
  • Lead the research and writing of; comprehensive and concise briefing materials, discussion papers, policy reports, position statements and Board of Health resolutions related to healthy public policy issues;
  • Present on policy and policy development plans to the managers, Senior Leadership Team, community stakeholders and Board of Health; and,
  • Ensure that documentation and policy efforts align with the Ontario Public Health Standards, MLHU, and the Ministry of Health and Long-Term Care.
Required Qualifications:
  • Bachelor’s Degree in Public Policy, Public Administration or related program.
  • Master’s degree in Public Policy, or related field, with an emphasis on Public Health.
  • Minimum three to five years of experience in a municipal government, public sector or public health environment.
  • Demonstrated expertise in partnering with Provincial and Municipal governments to adopt policy.
  • Experience related to policy development and planning, interpreting, analyzing and recommending public policy directions and options.
  • Demonstrated working knowledge of the Ontario Public Health Standards.
  • Demonstrated experience requiring political acuity and supporting executive decision making.
  • Effective communication skills including verbal, written and presentation skills.
  • Proven ability to work independently and in a team-based environment.
  • Effective problem solving, analytical and interpersonal skills.
  • Accuracy, attention to detail and ability to prioritize tasks with a high level of tolerance for complexity and ambiguity.
Other Qualifications:
  • Knowledge of best practice policy approaches for all facets of public health is a strong and highly desired asset.
  • Valid Ontario Driver’s license and own transportation.
  • Ability to communicate (oral and written) in French and/or any other language(s) is highly desirable.
