Primary Responsibilities:
 
Under the general direction of the Manager, Municipal Parking, the successful candidate will:
 
  • Develop and present business cases, feasibility studies, and concept and position papers relating to municipal parking business initiatives and strategies that are supported by metrics/analysis relating to the planning and operations of parking.
  • Assist in the business planning process by providing all relevant business data, and develop recommendations for business solutions and improvements.
  • Conduct performance measures, market research, and benchmarking to provide consultation and advice to the Manager and Director that supports the strategic direction of parking.
  • Identify continuous improvement opportunities by collecting and analyzing operational data, reviewing parking related business processes, identifying and prioritizing process improvement opportunities and proposing recommendations/solutions to align parking planning, strategy, and operations with the strategic direction of the Transportation and Works Department.
  • Identify and resolve discrepancies in reporting of pay and display machine revenues between vendor, SAP, and bank reports.
  • Manage revenue reconciliation process by merging data from all parking revenue sources and ensuring that the information is accurately represented in SAP and generate monthly parking revenue reports.
  • Monitor and maintain industry compliance of parking related revenue and financial programs.
  • Coordinate collection schedules for the parking pay and display machine network based on financial trends and system requirements.
  • Analyze revenue and time-stay data to assess opportunities for enhancing existing or creating new revenue opportunities and develop associated implementation plans.
  • Monitor the performance of the Parking Pay and Display Machine Vendor contract and monitor the Purchase Order associated with the contract.
  • Track costs associated with maintenance and upkeep of the parking lot and pay and display machine inventory and produce quarterly and yearly performance reports.
  • Produce monthly performance measure reports for parking related operational and capital accounts for the Manager. Identify and assess opportunities as well as resolve discrepancies and issues.
  • Lead or assist in the management of long-term strategic projects, including developing RFP’s, project charters and project plans, and business cases; and lead associated public engagement.
  • Other duties as assigned.
 
Job Specifications:
 
  • Post-secondary degree in Business Administration, Public Administration, Commerce, Finance, or equivalent.
  • Minimum 5 years’ experience in the development and analysis of business processes, business plans/cases, and strategic plans.
  • Completion of LEAN White Belt (or higher) and/or PMP certification would be an asset.
  • Must have demonstrated experience with business process analysis, business development, and implementation of business process improvements.
  • Extensive experience in conducting primary and secondary research, data collection and analysis is required.
  • Experience with business planning, analytics, processes, improvements, and project management principles.
  • Strong interpersonal, communication, and leadership skills are required, as are excellent organizational and problem-solving abilities.
  • Demonstrated presentation and facilitation skills with the ability to design, develop, and deliver business operational initiatives, processes, and strategies.
  • Exceptional analytical skills, including the ability to synthesize complex and voluminous information into written reports.
  • Excellent computer skills with experience utilizing SAP, MS Office, Excel (Pivot Tables, VBA Macros), Visio, PowerPoint.
  • Demonstrated ability to initiate and execute projects utilizing sound project management principles, practices, and theories.
  • Ability to work in a fast paced environment and self-manage tasks and projects in a timely and organized fashion while successfully engaging in multiple initiatives simultaneously.
  • Ability to interact with a diverse group of elected officials, executives, managers, and external stakeholders in a professional manner.
  • Demonstrated ability to work as part of team and to utilize problem solving abilities supported by project management experience and facilitation capabilities.
  • A valid driver’s licence is required and access to a personal vehicle may be required at times.
 
 
 
 
Hours of Work: 35 hours per week
Salary: $68,431 - $91,245
