Property Valuation Specialist, Centralized Properties (PA5)
$72,425 per annum
 
The Municipal Property Assessment Corporation, Centralized Properties branch of the Valuation and Assessment Standards department, requires a Property Valuation Specialist with expertise in the valuation of Hospitality Properties including Hotels, Long-Term Care, Retirement Homes and Golf Courses.  Reporting to the Manager, Hospitality GTA, East and North, Centralized Properties, the successful individual will exhibit strong communication and team building skills and experience in determining values for Properties within the Greater Toronto and Golden Horseshoe areas, maintain current property values, review and respond to formal challenges, such as Request for Reconsiderations and Appeals to properties in an assigned portfolio.  The successful individual must, provide technical support and guidance to MPAC staff, in support of MPAC business.
 
Responsibilities:
 
  • Determining values for Properties within the Greater Toronto and Golden Horseshoe Areas
  • Determine values of assigned properties by inspecting, collecting, researching and analyzing data relevant to the valuation process;
  • Be responsible for Reassessment analytics and practice direction on assigned property types;
  • Determine market rates, develop and maintain sales databases;
  • Apply appropriate valuation approach(es) as required by property classification;
  • Maintain current property values by ensuring new construction is assessed, ensuring completion of severances and consolidations, and performing quality checks on final values to ensure equity and/or verify changes required to achieve equity;
  • Coordinate and/or complete Bill 140 requirements on assigned properties;
  • Communicate with and provides appropriate customer service to taxpayers or their agents;
  • Respond to formal challenges (Request for Reconsideration and Appeals) to properties in an assigned portfolio;
  • Conduct research and analysis; prepare narrative appraisal reports, briefing reports and responses to Statements of Issues; attend Discoveries and pre-hearings; respond to requests for assessment documents (GRAD);
  • Represent the Corporation, as an expert, recommend, directly or through legal counsel, the proper application of valuation theory and assist legal counsel in presenting MPAC’s opinion of value;
  • Participate/respond to third-party appeals with property owner as well as apportioning value among tenants/third party;
  • Provide advice to Valuation and Customer Relations staff on RfRs, appeals and case law. Participate as subject-matter expert in Department and Corporate Committees;
  • Assign work to Valuation Analysts, provides advice on appropriate valuation methods, policies and procedures as required, and monitor work completed by valuation staff;
  • Train staff (one-on-one coaching and in-class instruction) on valuation techniques for specific property types, and provide input to the development/update of various training manuals. Draft related work procedures on property specific issues;
  • Review and conduct process controls on values; and
  • Assist Municipal Relations staff in the delivery of formal presentations to external clients (taxpayers and their representatives, municipal and provincial representatives).

Qualifications:
 
  • Completion of relevant college or university program;
  • Completion of a professional designation from one of the following accrediting organizations by January 1 2022:
    • Appraisal Institute of Canada:  Accredited Appraiser Canadian Institute (AACI™)
    • International Association of Assessing OfficersCertified Assessment Evaluator (CAE);
    • Institute of Municipal AssessorsMember of the IMA (MIMA);
    • Royal Institute of Chartered Surveyors: Member of RICS (MRICS), Fellow of RICS (FRICS);
  • A minimum of 5 years progressively responsible experience with diverse high profile commercial properties in the valuation discipline of income (eg. Hospitality property types);
  • Expert knowledge of appraisal techniques and theory on the approaches to value for commercial properties including large portfolio clients with multiple property types;
  • Advanced knowledge of assessment-related legislation and regulations, including the Assessment Act, the Municipal Act; knowledge of other statutes impacting on the treatment and valuation of the various property types;
  • Knowledge of and experience in the application of various valuation tools including cost manuals, multiple regression analysis, MPAC policies and procedures;
  • Knowledge of the industry/business processes, the economic, environmental and political forces on the marketplace that impact on the valuation of land, buildings, and tax classifications;
  • Research, analytical and problem-solving skills and experience to undertake comprehensive investigation of valuation issues;
  • Written communication skills and experience in preparing detailed valuation reports, briefing notes and responses to client enquiries;
  • Proficient in the use of corporate and property-specific computer programs;
  • Oral communication and interpersonal skills to liaise with and convey complex valuation concepts and theories to clients, their tax agents/financial/legal representatives, political representatives at the federal, provincial and municipal levels, and to train, coach and advise peers and others in the organization; to present values at various quasi-judicial tribunals and/or Courts in the capacity of expert witness for MPAC; and
  • Organizational skills to manage an assigned portfolio of properties.
