Director, Finance

Responsible for the overall financial leadership, management and direction for the Town including the development, recommendation and implementation of plans; forecast and strategies to address financial objectives of the municipality; development charges, capital and operating budget coordination; development and implementation of appropriate accounting policies, procedures, and practices; co-ordination of required approvals for short/long term financing, funds investment; and for the general/financial management of the Town. This portfolio also includes internal and external financial reporting, risk management including insurance administration as well as procurement. This position may also include providing financial services to partner agencies, such as the library or police services board.
 
Qualifications:
 
  • University Degree in Business, Accounting or Commerce.
  • Must have a professional accounting designation Chartered Professional Accountant (CPA) and full membership in the corresponding professional association.
  • Post graduate studies in Business/Public Administration and municipal experience is an asset.
  • 7-10 years’ progressive senior experience in government finance (preferably municipal sector).
  • Minimum 5 years’ experience in a management/supervisory role.
  • Thorough working knowledge of financial, purchasing, accounting principles and practices, investment and debt management, development charges, provincial grant processes, applicable legislative/regulatory standards, property taxation, auditing principles and practices, and local government functions/responsibilities.
  • Excellent analytical, problem-solving, organizational, verbal and written communication, strategic planning, leadership and supervisory skills, and demonstrated ability to respond to complex/sensitive issues.
  • Strong knowledge of computer systems. Experience in municipal financial software considered an asset.
  • Ability to deal effectively with all levels of staff and government, elected officials, consultants, and the general public.
 
Salary Range: $118,352.78 – 147,733.04
