Job Description:
Major Responsibilities:

Reporting to the Manager, Capital Delivery within the Infrastructure Development and Asset Management Section of the Solid Waste Management Services (SWMS) Division, the incumbent will be responsible for planning and executing capital projects to provide for the short- and long-term system and infrastructure requirements of the Division. Duties include, but are not limited to, the following:


  • Develops, reviews and implements detailed plans and recommends policies/procedures regarding program-specific requirements.
  • Conducts research into assigned area, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into, and administers, assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Forecasts short- and long-term requirements for the post-collection management of solid waste materials and defines strategies to secure the required system capabilities through new contracted services and/or new SWMS infrastructure.
  • Provides leadership for projects, manages stakeholder expectations, and ensures effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research and liaises with municipal officials, consulting engineers, developers, solicitors and operating units, as required, to define performance, functional and design specifications for new contracted services or infrastructure.
  • Prepares or reviews, and advises on, studies, plans, specifications and designs regarding the construction and/or modification of SWMS systems and infrastructure.
  • Self-checks completed work assignments, seeks supervisory review of completed work and makes revisions, as requested.
  • Works with Purchasing, Engineering & Construction Services, Legal Services, and other operating divisions to develop Request for Proposals and/or Tender documents, to procure study, design, construction or services contracts, evaluates responses, makes recommendations for award of contracts, and assists in the negotiation and execution of contracts.
  • Assists in the preparation of reports to Standing Committees and Council on matters related to short- or long-term plans, procurement of contracts or the design or execution of capital projects.
  • Prepares annual Capital Works budgets for all accounts related to the assigned capital projects.
  • Applies principles of the project management body of knowledge (Project Management Institute) to the planning and execution of assigned SWMS capital projects, and manages time, budget and scope to ensure successful project execution.
  • Coordinates the approvals process for new facilities and operations in accordance with provincial legislation.
  • Consults with the public and with internal and external agency stakeholders, as required, to support the planning or execution of capital projects.
  • Coordinates projects and studies within Solid Waste Management Services related to 3Rs planning, waste diversion and facility optimization.
  • Reviews, tracks and evaluates consultants’ and/or contractors’ progress and performance as it relates to the delivery of assigned capital projects to ensure adherence to schedule, funding, project scope and terms of contract.
  • Meets regularly with consultants, contractors, ECS, and Legal Services staff to manage compliance with project plans, including scope, time and budget.
  • Ensures compliance with the Ontario Occupational Health and Safety Act (OHSA) and all other related provincial regulations and corporate and divisional safety standards and procedures.
  • Tracks, and reports on, the status of assigned capital projects, including work completion budget and schedule expenditure, and reports on system impacts based on baseline or revised schedules.
  • Reviews and/or leads the review of all drawings, tender documents and specifications relating to all aspects of assigned capital projects.
  • Makes presentations on the development or progress of assigned projects to SWMS staff or related participants of the capital program.
  • Provides technical support to the collection, transfer, processing and disposal operations, and closed landfill operations.
  • Develops and promotes standardization in areas relating to project administration, documentation, progress tracking and technical designs.
  • Serves as an SWMS representative on joint interdepartmental or divisional working groups.
  • Represents the City and SWMS at site meetings and on various technical committees, including staff and stakeholders; attends project-related community consultation meetings, as required.
  • Fosters and maintains cooperative working relationships within, and external to, the Division.

Key Qualifications:
Your application must describe your qualifications as they relate to:
  1. A bachelor's degree in a discipline relevant to the responsibilities (i.e. Engineering, Technology, Science/Applied Science, Environmental Science, or similar); or a college diploma in a discipline relevant to the responsibilities (i.e. Engineering Technology, Project Management, Environmental Science, or similar); or an equivalent combination of education and experience.
  2. Considerable experience in management of capital infrastructure projects.
  3. Experience and knowledge in the application of: a) the technical disciplines typically involved in the Solid Waste Management Services Division's capital projects (i.e. civil, mechanical, electrical); b) the principles and practices of project management and contract management for engineering and construction projects; and c) the principles and practices of integrated solid waste management.
  4. Experience as a fully accountable project leader whose responsibilities include service delivery, financial and project management within a team environment.
  5. Experience in the use of Microsoft Office Suite, including Word and Excel, and computerized project tracking software.
  6. Possession of, and ability to maintain, a valid Province of Ontario Class "G" Driver's Licence.
  7. Knowledge of the planning and execution of capital projects in a municipal context.
  8. Highly developed interpersonal, problem-solving, customer service orientation and team skills.
  9. Excellent report-writing, communication (oral and written), and presentation skills with the ability to deal effectively throughout all levels of the organization, and with political representatives, consultants, contractors and the public.
  10. Ability to lead effective project teams, using negotiation and conflict resolution skills, and develop collaborative internal and external business relationships.
  11. Ability to analyze and assess complex systems for the post-collection management of waste materials, define the short- and long-term system requirements and develop plans to secure new system capabilities.     
  12. Ability to work under pressure and prioritize activities to meet tight deadlines.
  13. Action-oriented, innovative and flexible approach with a proven track record in initiating and managing multiple projects.
  14. Comprehensive knowledge of a variety of legislation, including the Occupational Health and Safety Act, the Environmental Protection Act, the Ontario Building Code, the Construction Lien Act and other relevant codes and regulations.
