Manager, Infrastructure Programming

Responsible for managing the Infrastructure Programming Division within the Infrastructure Delivery Department. Including strategic assessment and renewal planning of municipal infrastructure, program development and implementation, project management, data collection and maintenance. Managing and supervising the activities of the Infrastructure Programming division staff. Determines and coordinates closely with other divisions and departments in the strategic assessment and renewal planning of the City’s linear and buildings infrastructure.
 
Responsible for:
  • Prepares departmental capital budget; Monitors costs and timelines for all projects
  • Develops multi-year and multi-purpose divisional work plan in support of corporate initiatives and objectives; Monitors and updates divisional work plan as required
  • Develops, provides and coordinates the acquisition and maintenance of the Public Works Infrastructure Management (IM) data for roads, traffic signs, traffic signals, traffic calming appurtenances, structures, streetlights, water mains, storm and sanitary sewers, storm water ponds and all other relevant linear infrastructure data
  • Develops and implements a long-term departmental strategic plan for IM systems development and maintenance
  • Oversees the development of functional requirements and administers the implementation of infrastructure data and mapping projects in support of Infrastructure Management. Establishes and maintains project schedules, budgets and plans, prepares project status updates and technical reports as required including establishing and maintaining standards, procedures, documentation and specifications
  • Manages assigned staff including training, performance appraisals, work assignment, scheduling and discipline, and provides recommendations regarding promotions, demotions and terminations
  • Prepares reports for Council relating to capital projects and engineering issues and participates/provides expertise and guidance in presentations on capital planning and infrastructure management at various meetings
  • Provides recommendations to award contracts to Committee/Council. Negotiates contractual terms with consultants, authorizes extra payments and extra work orders in compliance with financial authorities and by-laws. Conducts consultant performance appraisals
  • Develops, recommends and administers the annual operating budget for the division
  • Maintains current working knowledge of trends, best practices, legislation, and industry standards related to capital planning, project management, and infrastructure management and responds to and resolves inquiries as required
  • Ensures self and staff are compliant and that training is maintained with regards to the Occupational Health and Safety Act, other applicable regulations and acts, and in accordance with City and Departmental policy
 
Qualifications and experience:
  • University Degree in Civil Engineering or suitable equivalent
  • Licensed Professional Engineer (P. Eng) with Professional Engineers of Ontario (P.E.O.)
  • Minimum of five (5) years’ experience, preferably in the areas of capital planning, project management, and infrastructure management
  • Minimum of seven (7) years’ experience in municipal infrastructure projects
  • Extensive knowledge in the principles of civil engineering, materials and methods of construction
  • Demonstrated ability to plan, supervise and direct the work of subordinates
  • Highly developed interpersonal skills with the ability to effectively communicate at all levels of the organization 
  • Demonstrated and effective oral and written communication skills
  • Valid Ontario Driver’s License (Class G) in good standing, and a reliable vehicle to use on corporate business
