Reporting to and under the direction of the Supervisor of Purchasing Services, the Senior Buyer will be responsible for:
  • the preparation, co-ordination and processing of Tenders, Request for Quotations and Proposals for the purchase of a wide variety of technical and non-technical goods and services required in the construction, maintenance and administration activities of the Corporation;
  • providing advice and consultation to departments regarding the preparation and review of specifications;
  • ensuring the ethics and procedures of the purchasing functions, including Legislation, as it relates to procurement are adhered to;
  • preparing comprehensive analysis of bid submissions and providing recommendations;
  • the administrative processes to establish and maintain all contracts and related matters; and,
  • other related duties as may be assigned.
 
As the successful applicant, you must possess:
  • a post-secondary diploma or degree preferably in Purchasing, Supply Chain, Business Management or a related discipline;
  • a completed or willingness to work towards an Ontario Public Buyers Association (OPBA) – Principles of Effective Public Purchasing Certificate;
  • completed or actively working towards a Universal Public Procurement Certification Council (UPPCC) designation (CPPB or CPPO) or Supply Chain Management Association (SCMA) designation (CSCMP);
  • minimum four (4) years’ experience in purchasing and analysis, preferably in a government or public agency;  
  • preference will be given to candidates with experience or a solid understanding of Construction commodities;
  • a demonstrated, intermediate level working knowledge of Microsoft Office Suite (including MS Word, Excel and Outlook) and proficiency in a Windows based environment;
  • working knowledge of purchasing, financial and other related software;
  • the ability to communicate verbally and in written form in a clear, concise and courteous manner;
  • strong interpersonal skills to establish and maintain effective working relationships with employees, clients and the general public;
  • the ability to work effectively in a team environment as well as independently with minimal supervision;
  • strong analytical, research, and numerical skills with the ability to make recommendations for appropriate actions;
  • strong problem solving, administrative, organizational and negotiation skills; and,
  • a valid unrestricted Ontario Driver’s Licence (minimum Class “G”) maintained in good standing with access to a personal vehicle.
 
Salary: $51,815 – 64,756 per annum
 
Hours: Monday to Friday – 8:30 a.m. to 4:30 p.m.
