Temporary Communications Specialist
(anticipated for a period of up to 12 months)

Reporting to the Communications Lead, the Communications Specialist is responsible for supporting the management and delivery of strategic communications for the corporation. The Communications Specialist will create and implement communications strategies, plans and public relations activities; research and gather information for briefing documents; write content for corporate publications and documents; and support media relations and internal communications.
 
This Communications Specialist is part of the Corporate Communications Division within the Office of the Chief Administrative Officer. The Corporate Communications Division includes brand, communications, digital media and special events. This position serves as alternate and back up to the Communications Lead and, as needed, direct support to the Corporate Communications Manager.
 
The incumbent will perform a variety of highly confidential and complex duties, including:
 
  • support the development, delivery and evaluation of communications strategies and plans for corporate and community-focused initiatives;
  • support and provide strategic advice and messaging to the CAO, Mayor and Council, Department Heads and staff to support media relations activities and mitigate issues;
  • prepare communications materials including speaking remarks, briefing notes, key messages and fact sheets;
  • support the development, delivery and evaluation of Town publications including, but not limited to, the Town Page and Whitby Perspective;
  • support and lead media relations activities, including the coordination of media events and interviews; and the preparation of media pitches, releases, backgrounders and advisories;
  • lead and coordinate corporate projects and initiatives as directed;
  • support the development of an annual communications plan to support the delivery of effective, efficient delivery of strategic priorities;
  • liaise with Mayor and Members of Council, other political officials and media as required;
  • liaise with local, regional and federal governments to stay current on key issues and priorities;
  • work with partner organizations and stakeholders to develop and deliver integrated communications strategies;
  • support the management and delivery of corporate media monitoring;
  • support the review and development of related corporate policies and procedures;
  • assist with communications efforts related to the Emergency Management Plan;
  • provide input into the annual operating and capital budgets for this section of the Division; and,
  • other duties as may be assigned.
 
As the successful applicant, you must possess:
 
  • a minimum of five (5) to seven (7) years of experience in communications, journalism or a related discipline preferably in public sector;
  • a minimum of one (1) year of management experience in communications, journalism or a related discipline preferably in public sector;
  • a university degree or college diploma in communications, journalism, business, public administration, or an equivalent combination of education and progressively responsible work experience;
  • experience and knowledge in strategic communications, crisis communications, issues management, media relations, government relations, stakeholder engagement and public engagement;
  • experience in providing strategic and political advice to senior staff and elected officials preferred;
  • superior oral and written communication and presentation skills;
  • strong interpersonal, leadership, interviewing techniques and team building skills;
  • an ability to function independently and as a member of multi-disciplinary teams;
  • strong project management skills and the ability to take initiative while managing multiple projects, demands and deadlines;
  • excellent management skills required to interact professionally and effectively with the Mayor, Members of Council, CAO, Commissioners and staff;
  • excellent customer service, negotiation and conflict resolution skills;
  • well-developed analytical skills with an ability to solve problems and be capable of identifying alternate solutions and viewing solutions from many perspectives;
  • a strong understanding of political and corporate issues, and ability to assess matters from both the political and corporate perspective; and,
  • a valid, unrestricted Class “G” driver’s licence maintained in good standing with access to a personal reliable vehicle.
 
Salary: Salary subject to skills, abilities and qualifications
 
Hours: Monday to Friday - 8:30 a.m. - 4:30 p.m., plus additional hours as required.
