The Water and Wastewater Infrastructure Planning Specialist is a role within the Facilities and Asset Management Division (FAMD) within the Public Works Commission. The position is a working team member of the Capital Planning Section that develops asset management and capital planning strategies, conducts condition assessments, completes capital budgeting and prioritization of capital projects.  Duties include management of internal project teams and consultant services completing various types of projects including condition, capacity and performance assessments of water and wastewater treatment and collection systems, lifecycle analysis and forecasts, capacity analysis, inflow and infiltration reduction and other special studies.
  • Successful completion of a three (3) year College Diploma in Civil Engineering Technology or equivalent combined with over five (5) years of relevant experience and/or a combination of education and relevant experience preferably hold a C.E.T. designation
  • C.E.T. designation  and registered, or eligible for registration, as a Certified Engineering Technologist
  • Professional Engineer Designation is preferred
  • 3-5 years of experience in the analysis of municipal water and wastewater systems, knowledge of sewer assessment (North American Association of Pipeline Inspectors Sewer Evaluation)
  • Experience managing flow monitoring networks
  • Experience managing/coordinating or performing pumping station condition assessments and drawdown tests
  • Fundamental understanding with household drainage and inflow and infiltration reduction best practices
  • Geographic Information Systems, various hydraulic modeling software, custom and industry standard flow monitoring and rainfall monitoring data analysis tools, MS-Office,
  • Knowledge of databases such as SQL and/or MS-Access would be beneficial
  • Knowledge and experience with municipal infrastructure design, operations, construction or asset management
  • Knowledge of asset management concepts, principles and best practices
  • Excellent project management, time management, organizational, analytical, problem solving skills as well as oral and written communication skills
  • Computer literacy utilizing the Microsoft Office Suite (Word, Outlook, Excel, Access)
  • Possess a valid Class G driver's license in good standing during the course of employment with access to a personal vehicle


WAGE RANGE: $37.40 to $41.55 per hour (based on 35 hour week) with benefits
