Project Supervisor
 
 
The Grand River Conservation Authority (GRCA) has an international reputation for excellence in managing the natural resources of the largest inland river system in southern Ontario. Encompassing approximately 6,800 square kilometers, the Grand River watershed has a population of almost one million people in 39 municipalities and two First Nations. Designated as a Canadian Heritage River, the Grand River and its major tributaries boast many outstanding human heritage features and excellent recreational opportunities. The GRCA is committed to environmental protection by delivering services that ensure the well-being of the environment and its inhabitants. The Grand River Conservation Authority is responsible for issuing flood warnings to municipalities and operating a flood forecasting and warning system. Extensive water control infrastructure including dams, dikes and monitoring gauges is used to reduce flooding and manage water throughout the year to achieve strategic goals of reducing flood damages and improving the health of the watershed.
 
 
General Accountabilities
Reporting to the Manager of Central Services, the Project Supervisor is responsible for the development, planning, implementation, coordination, and management of renovation, construction and maintenance projects on GRCA properties and infrastructure including roads, trails, drainage, buildings, utilities (water, hydro, septic) etc.; support for GRCA operations; supervision of GRCA project staff; prepares board reports for project endorsement and approval; assists in the preparation of annual capital maintenance plans and forecast adjustments; assists with GRCA’s asset management plan; participates in planning and budgeting for Central Services; coordinates special projects involving both internal and external stakeholders; and ensures legislative compliance related to construction and health and safety.
 
Specific Accountabilities
  1. Manages renovation, construction and maintenance projects including the development, administration, and oversight of technical contracts with consultants and contractors.
  2. Manage the preparation, oversight and reporting of project budgets and schedules on multiple projects simultaneously.
  3. Ensure budgetary control of expenses within assigned areas of responsibility and provide budget estimates and forecast updates to Finance as required.
  4. Oversee the work of consultants and contractors including providing direction, coordination, review and approve submittals, review and accept work, approve payments, negotiate extra work and disputes.
  5. Manage the preparation and maintenance of the Five Year Capital & Maintenance Plan for GRCA facilities and infrastructure (excluding water management infrastructure).
  6. Assists in the preparation and maintenance of an Asset Management Plan for GRCA facilities and infrastructure (excluding water management infrastructure).
  7. Update and maintain infrastructure drawings, manuals, and warranties ensuring accurate and proper documentation/recordkeeping.
  8. Manage and complete the procurement for goods and services in a public procurement environment (quotes, tenders, proposals, pre-qualifications, etc) and administer contracts as required.
  9. Develop and maintain Grand River Conservation Authority (GRCA) templates and resources such as procurement, contracts, Health and Safety procedures, guidelines, inspections, documentation, project management resources, etc.
  10. Prepare and review technical reports, including infrastructure management plans, and board reports, as required.
  11. Ability to organize and coordinate work with internal/external groups and schedule staff to optimize cost effectiveness and efficiency in a unionized environment.
  12. Supervise, assign work, and oversee the work of Project Coordinators.
  13. Follow established procedures to hire, train, mentor, coach and discipline employees in a unionized environment.
  14. Lead and document meetings with stakeholders, contractors and consultants.
  15. Ensure employees comply with all applicable policies, procedures and legislation with special emphasis on health and safety and hazard mitigation measures.
  16. Ensures contractors perform work safely following contracts and specifications.
  17. Coordinate and conduct technical investigations to identify project scope, and prepare cost estimates.
  18. Organizational and problem solving skills to create work schedules, coordinate programming requirements with staff and stakeholders, prioritize, communicate and plan work within timelines.
  19. Provide expertise and guidance to develop scope of capital projects and planning for implementation.
  20. Communicates with internal and external stakeholders, government agencies, and the public as required to successfully complete GRCA projects.
  21. Ability to prepare design drawings for small projects such as trails, boardwalks, minor roads and drainage is an asset.
 
Technical Accountabilities
  1. College diploma plus professional designation in a related field.
  2. At least six (6) years of related experience with a minimum of two (2) years of supervisory experience in a construction related environment.
  3. Demonstrated knowledge of design, architectural, structural, civil, mechanical, plumbing, HVAC, electrical, buildings, landscape and general construction practices.
  4. Knowledge and experience with contract law as it relates to construction and maintenance.
  5. Strong project management skills with demonstrated experience with procurement, contract management, time management, project planning, organization, budget preparation and oversight, and agreements.
  6. Demonstrated knowledge of relevant legislation including, but not limited to, the Occupational Health and Safety Act, building and fire codes, and the Highway Traffic Act.
  7. Strong leadership and people management skills, including the ability to attract, retain, develop and mentor staff.
  8. Excellent interpersonal skills with the ability to work effectively with staff, stakeholders, consultants, and contractors.
  9. Demonstrated analytical, research and report writing skills. 
  10. Effective problem-solving, collaboration and negotiation skills.
  11. Computer proficiency in Word, Excel, databases, PowerPoint, and GIS. Working knowledge of AutoCAD is beneficial.
  12. Excellent written communication skills with demonstrated ability to prepare correspondence, technical reports, board reports and other documents. Experience with proposal writing, policy development, procurement and contract administration.
  13. Strong verbal communication skills with experience presenting information and making recommendations to boards, councils or committees. Demonstrated ability to communicate effectively with a broad range of stakeholders.
  14. Valid G driver’s license.

The salary range for this position is Job Level H $69,321 to $84,340
