PERMANENT FULL TIME

 

The Corporation of the Town of Cobourg has an opening for a permanent full time Engineering Technician.

 

Under the direction of the Manager of Engineering & Capital Projects the Engineering Technician is responsible for development works from the pre-consultation stage through to the Town’s assumption of any works as well as providing assistance with the full cycle of engineering capital projects.
 
The department is responsible for implementing policies of Council and directives of the Chief Administrative Officer, as directed by the Director, and making recommendations to the Director, regarding the revision of policies and procedures to improve the effectiveness of services, public relations, and general engineering pertaining to the Municipality, any assistance that may be required by the various boards and departments of the Municipality, and any other related works.
 
Responsibilities:
 
Performs the necessary duties to carry out the necessary works of the department and without limiting the foregoing, carry out such tasks as:
 
  • Conduct routine site visits of all engineering capital construction projects and development construction activities including roads, sidewalks, sanitary sewers, storm sewers, and stormwater management facilities to monitor construction progress.
  • Correspond regularly and meet with contractors, developers, and/or consultants as necessary.
  • Provide contract administration services throughout development and capital construction works by reviewing material testing results, CCTV videos, reports, payment certificates, change orders, letter of credit reductions, cost estimates, etc..
  • Escalate critical issues or deficiencies immediately to the Manager.
  • Ensure all work is carried out as per OPSS, OPSD, contract drawings, and contract tenders.
  • Conduct regular site visits of private stormwater management facilities and collect annual monitoring/maintenance reports.
  • Review of site plans, service connection plans, subdivision plans, lot grading plans, capital works design plans and attend regular meetings of the Development Review Team to present and discuss engineering comments.
  • Review and processing of MC’s (Municipal Consent) and permit applications.
  • Assist in completing regular site inspections of permit holders and MC works to ensure terms of the permit are being followed.
  • Assist in preparation of reports to Council.
  • Review and provide comments on Site Plan Agreements and Subdivision Agreements.
  • Calculate, collect, document, and release all required development securities (ie. engineering fees, letters of credit, lot grading, etc).
  • Review lot grading plan for compliance with overall grading plan and for first and second stage building permits.
  • Individual site visits on as-requested basis to address resident concerns about storm water drainage and other issues.
  • Correspond with developers, consultants and general public on technical enquiries.
  • Monitor and enforce the terms of site plan and subdivision agreements including tracking milestone dates to ensure construction is progressing to meet required deadlines.
  • Participate in the review and revision of various development and engineering documents such as the subdivision agreements, fees and charges rates, permits, design standards, policies, procedures, etc.
  • Providing assistance in the management of capital projects including plan preparation, quantity takeoffs, specifications / tender preparation, cost estimates, contract administration, and inspection.
  • Provide assistance in the preparation of requests for quotes and proposals for all public works departments and evaluating proposal submissions.
  • Assist in preparation and attend public open houses/meetings related to proposed capital works projects.
  • Provide information to ensure Town’s GIS and asset management plan is up to date with all approved infrastructure works (in progress, maintenance, assumed/completed).
  • Maintain detailed records including:
    • Approved engineering drawings and associated subdivision/site plan agreements
    • Construction inspection reports, testing results, videos, etc.
    • Legal plans
    • Lot grading plans and certificates
    • Index for tracking development/capital construction progress
  • Prepare work orders in a timely manner to assist Roads/Sewers Manager in assigning work.
  • Participate in all training courses made available by, or required by, the Town.
  • Knowledge of various By-laws and how they are applied to construction / maintenance.
  • Other duties as assigned.
 
Required Skills and Qualifications:
 
  • OACETT member or eligible for OACETT membership.
  • Civil Engineering Technician or Technologist, minimum two (2) year college diploma in the Engineering field.
  • Minimum of three (3) years experience is required in engineering design and/or plan review specific to municipal works including roads, sewers, and stormwater management.
  • Knowledge of general construction practices, and operations / maintenance of roads, sewers, and stormwater management facilities is required.
  • Knowledge of Ontario Provincial Standards and Ministry of the Environment, Conservation and Parks (MECP) standards is required.
  • Class G Driver’s License is required.
  • Experience with AUTOCAD is required.
  • Experience in construction inspection specific to municipal works including roads, sewers, grading, and stormwater management facilities is an asset.
  • Knowledge of concrete, aggregate, and asphalt testing is an asset.
  • Knowledge of Ontario Traffic Manuals is an asset.
  • Experience with surveying and GIS are an asset.
  • Knowledge of MTO standards is an asset.
 
This position is a full time 40 hours a week, position governed by the Town’s collective agreement with CUPE Local 25.
 
The wage scale for this position is Grade 9 – Inside worker: $29.95 – $36.56
