Economic Analyst 2
 
Reporting to the Director, Financial Planning and Purchasing, the incumbent will:
 
  • Lead, coordinate and conduct complex economic and financial studies, business cases and analysis
  • Proactively provide financial and economic advice, analysis and recommendations to senior Finance management staff as well as other departments
  • Assume the lead role for the co-ordination of inter-departmental projects including developing work plans, assigning and monitoring quality of work performed by staff seconded or assigned to project teams
  • Develop work plans and lead the completion of the annual servicing and financing studies of major program areas within the organization
  • Analyze the short and long-term capital and operating requirements and possible financing options for various projects and programs
  • Analyze and develop financing plans for large scale capital projects, including the consideration of current reserve fund and development charge balances, annual contributions, debt calculations, and forecasting future revenue and development charge receipts
  • Prepare periodic reports on the economic and financial environment of the Region for Committee and Regional Council
  • Assist in the development and implementation of the budget process, forms and timetable for submissions to the Regional departments
  • Participate in the development of budget guidelines and forecasting of capital and operating requirements for various departments
  • Review all departmental budget submissions to ensure accuracy and financial integrity
  • Ensure that all revenue generation opportunities for operations and/or capital are investigated and applied for
  • Compose staff reports, presentation materials and other information for senior Finance management staff and Committee and Council
  • Review the financial implications of departmental staff Committee and Council reports and provide financial and economic advice and recommendations in accordance with Regional financial policies, Budget Management Policy and Purchasing By-law
  • Develop and refine financial policies as required
  • Participate in the development of the Region's development charge study, as well as review, monitor and analyze development charge receipts, revenues, and growth
  • Lead the development and submission of the grant application process
  • Participate in the development of financial and other information to assist with the Region's credit review by external credit rating agencies
  • Represent the Finance Department at meetings with various internal and external stakeholders and agencies
 
The successful applicant will possess:
  • A Master's Degree in Economics, Business Administration or a related discipline
  • Several years' related experience in policy, financial and business analysis and research in a municipal/provincial organization
  • Knowledge and understanding of provincial legislation regarding municipal finance, development charges and other relevant legislation
  • Advanced skills in Microsoft Office software (Word, Excel, PowerPoint)
  • Effective leadership skills and the ability to work in a team environment
  • Strong research, forecasting and analysis skills
  • Effective written and verbal communication skills
  • Strong project and time management skills
