Reporting to the Manager, FIMS Application Support, the incumbent will:
  • Lead and motivate technical and functional support staff to implement, update and upgrade the software applications supported by FIMS (e.g. PeopleSoft Financials, Oracle CC&B, Kofax, Riskmaster) and ensure financial and security controls are met
  • Lead and deliver FIMS application enhancements and projects, from inception to approval and implementation, within scope, time and budget and provide ongoing support
  • Work with internal and external stakeholders to determine business and technical requirements and implement technical solutions to meet their business needs
  • Establish positive working relationships with stakeholders in the Finance Department and in other departments throughout the Region
  • Provide ongoing supervision to the team and support them in analyzing and resolving ongoing support incidents
  • Ensure the team follows standards and best practices in the delivery of ongoing support and projects and drive continuous improvement of processes, procedures and practices
The successful incumbent will possess:
  • A degree in Computer Science, Business Administration or related discipline
  • An accounting designation (CPA) and project management designation (PMP) considered assets
  • Several years of progressive experience leading staff or projects involving requirements, systems design, development, testing, implementation and maintenance
  • Knowledge and experience with computerized systems, requirements, system analysis, design, development, testing and implementation principles, theories and methodologies, preferably financial and utility finance
  • Knowledge of current concepts and technologies in data management, Oracle databases, PeopleSoft applications and UNIX operations system in a client server/Web based environment is preferred
  • Knowledge of PeopleSoft systems/modules including Oracle/PeopleSoft Financials, HCM and Enterprise Learning management, Oracle Customer Care & Billing (CC&B) and Cloud Hosted PaaS and SaaS solutions considered assets
  • Excellent organization, administration and leadership skills with ability to demonstrate professional acumen
  • Effective coaching/mentoring, team building, creative problem solving, and conceptual skills
  • Strong written and oral communication and presentation skills
  • Proven project planning and decision-making skills
  • Strong consultation, analytical and organizational skills
  • Effective conflict resolution and negotiation skills
Salary: $91,364 to $114,205 per annum
Conditions of Employment:  Prior to the start date, the successful candidate will be required to provide a satisfactory Criminal Record and Judicial Matters Check dated within two (2) months from date of hire.
