Job summary
The General Manager, Human Resources plays a key strategic role in the organization to oversee the development of programs, policies and resources to support the City in becoming a top employer. Employee Engagement, Talent Management, Leadership Development, Succession Planning and Diversity Initiatives are all areas of focus. Additionally, this role oversees a full range of human resource programs and services in the areas of Staffing, Workforce Planning, Organization Development, Labour Relations, Health and Safety, Compensation, Payroll, Benefits and HRIS. The General Manager, Human Resources who reports to the Deputy Chief Administrative Officer, Corporate Services (Deputy CAO), will also be expected to work collaboratively with other leaders in the organization in the review and implementation of strategic organizational projects and programs. Guided by the goals and objectives of the City’s Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Vision for an inclusive, connected and prosperous city.
  • Act as policy advisor to the Deputy CAO and the Executive Team on Human Resources matters. Provide advice based on professional standards and best practices
  • Establish long-term direction and strategic orientation for the Human Resources Department consistent with the mission, core values, goals and strategies of the Corporation
  • Provide leadership in the ongoing identification and tracking of ‘best practices” including benchmarking of other comparable municipalities and organizations known for leading HR processes
  • Continue to evolve the HR department to be more customer centric and demonstrate the impact HR services has on the corporation
  • Provide leadership to staff within the department; establish objectives and evaluate performance of department managers; monitor results and provide coaching, training and development opportunities as needed
  • Develop and nurture a work environment that is inclusive, respectful and motivating for staff
Department Management:
  • Establish long-term direction / strategic orientation for the department consistent with the City’s Strategic Plan: Guelph. Future ready. and the service area business direction
  • Respond verbally and in writing regarding issues related to the department’s service delivery from members of Council, the general public, media, other staff, departments, and customers
  • Recommend staff reports and presentations to the Deputy CAO, communicating information and recommending program changes
  • Establish the annual work plan for the department and for staff and evaluate performance; monitor results and provide coaching, training and development opportunities as needed
  • Ensure the effective and efficient operation of the department and explore opportunities to increase the efficiency and effectiveness of service delivery
  • Work collaboratively with other leaders in the organization to ensure that the activities and programs of the department align with organizational initiatives and strategies
  • Ensure the Corporation is in compliance with all legislated requirements including Employment Standards, Labour Relations, Health & Safety, Human Rights and Pay Equity
Performance Monitoring and Measurement:
  • Monitor the department’s annual performance against established departmental key performance indicators and industry best practices and initiate corrective action as required
  • Establish and grow a quality assurance program to monitor the delivery of services to the corporation, ensure timely communication to stakeholders on files and follow up on complaints/inquires and initiate corrective action where required
Financial Management:
  • Responsible for the preparation, presentation, and management of the department’s capital and operating budgets
  • Consolidate and review departmental annual work plans and capital and operating budgets for the department with recommendations to the Deputy CAO
  • Monitor and report budget variances to the Deputy CAO and Finance and implement corrective action as required
  • Ensure compliance with all City policies and by-laws for purchasing/tendering
  • Review calls for tender and purchase requisitions requiring approval for the department on contracted services in accordance with established policies
  • Extensive experience related to the duties listed above, normally acquired through a University degree in Business, Human Resources, Industrial Relations or a related discipline and extensive experience working in a large, complex unionized environment, providing guidance and support to senior leadership on strategic HR initiatives and a broad range of HR practices, including labour relations, workplace disputes and conflict resolution, compensation, organizational behaviour, employee engagement, accommodation and leadership development. Candidates with an equivalent combination of education, credentials, and experience may be considered
  • A professional Human Resources designation (Certified Human Resources Leader-CHRL) or equivalent
  • Experience leading a highly productive, innovative team focused on achieving complex business goals using technology and information
  • Demonstrates commitment to superior customer service and operational excellence
  • Advanced knowledge of socio-cultural trends and the impact it may have on the corporation
  • Experience leading HR transformations
  • Leadership skills acquired through experience leading and motivating staff
  • Political acumen and strategic corporate-wide mindset
  • Excellent interpersonal skills, public facilitation and conflict resolution skills
  • Ability to successfully manage budgets and achieve performance targets
  • Ability to set priorities, solve problems and meet deadlines under pressure
  • Excellent communication and presentation skills with the ability to communicate with all levels of staff, Council, stakeholders and the general public
  • Ability to deliver results on strategic objectives through effective planning, team management and problem solving
  • Knowledge of relevant legislation, including, but not limited to, the Ontario Human Rights Code, the Labour Relations Act, the Employment Standards Act, the Occupational Health and Safety Act, etc.
  • Experience with Microsoft Office (Word, Excel, Power Point)
  • Proven ability to establish and maintain effective working relationships with a diverse group of stakeholders
  • Commitment towards continuous learning, growth and the achievement of high performance
  • Ability to initiate, lead, and implement progressive and proactive human resources policies and programs
