Job summary
The General Manager, Planning and Building Services/Chief Planner oversees the Planning and Building Services divisions at the City of Guelph and serves as the City’s Chief Planner. Reporting to the Deputy CAO, Infrastructure, Development and Enterprise Services, the General Manager plans, oversees, and provides strategic leadership and general management in the innovative design and delivery of these services. Demonstrating a visible and positive leadership example, and making recommendations to support continuous improvement efforts, the General Manager will position the department at the leading edge of municipal planning and building services.  Guided by the goals and objectives of the City of Guelph Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision – an inclusive, connected, prosperous city where we look after each other and our environment.
  • Provide overall leadership and strategic guidance regarding the land use planning and development directions of the City, as Chief Planner
  • Foster a highly engaged team environment, which promotes continuous learning, professional development and innovation
  • Establish annual objectives for the department and staff and evaluate performance; monitor results and provide coaching, training and development opportunities as needed
  • Participate in strategic planning for the service area as a member of the IDE Services leadership team
  • Contribute to and show leadership with respect to corporate initiatives; lead the response to community, provincial and federal initiatives relating to the mandate of the department
  • Establish and maintain positive relationships and remain knowledgeable with respect to the needs and expectations of stakeholders, including the community, key customers, other City departments, and external partners and associations
  • Establish and maintain positive and productive departmental relationships with key regulators including the health unit and various provincial ministries
Department Management
  • Establish long-term direction / strategic orientation for the department consistent with the City’s Strategic Plan Guelph. Future ready. and the service area business direction
  • Respond verbally and in writing regarding issues related to the department’s service delivery from members of Council, the general public, media, other staff, departments, and customers
  • Recommend staff reports and presentations to the DCAO, communicating information and recommending program changes
  • Ensure compliance with applicable provincial and federal legislation and regulations as well as with all City policies, by-laws and Council resolutions
  • Establish the annual work plan for the department and for staff and evaluate performance; monitor results and provide coaching, training and development opportunities as needed
  • Ensure the effective and efficient operation of the department and explore opportunities to increase the efficiency and effectiveness of service delivery
  • Sponsor and provide overall strategic direction regarding urban planning studies/analysis covering demographic, environmental, social and political factors affecting the City’s future growth and development; apply the results of the studies/analyses in the maintenance and updating of the City Official Plan
  • Represent the interests of the City at Ontario Municipal Board (OMB) hearings
  • Develop and maintain a contact network including: citizen’s associations developers, commercial interests and potential investors; counterparts in other municipalities; representatives of trade and professional associations; federal and provincial government officials
Performance Monitoring and Measurement
  • Monitor the department’s annual performance against established departmental key performance indicators and industry best practices and initiate corrective action as required
  • Establish and grow a quality assurance program to monitor the delivery of services to the community, ensure timely communication to stakeholders on files and follow up on customer complaints/inquires and initiate corrective action where required
Financial Management
  • Responsible for the preparation, presentation, and management of the department’s capital and operating budgets
  • Consolidate and review departmental annual work plans and capital and operating budgets for the department with recommendations to the DCAO
  • Monitor and report budget variances to the DCAO and Finance and implement corrective action as required
  • Ensure compliance with all City policies and by-laws for purchasing/tendering
  • Review calls for tender and purchase requisitions requiring approval for the department on contracted services in accordance with established policies
  • Extensive experience related to the duties listed above, normally acquired through a university degree in Planning, Urban Studies or a related field and extensive experience in a municipal planning environment at the senior management level. Candidates with an equivalent combination of education, credentials, and experience may be considered
  • Registered Professional Planner (RPP)
  • Leadership skills acquired through experience leading and motivating staff
  • Political acumen and strategic-corporate-wide mind-set
  • Ability to initiate, lead, and implement progressive and proactive municipal planning policies and programs
  • Knowledge and experience in the delivery of Ontario Building Code functions and services are a definite asset
  • Excellent interpersonal skills, public facilitation and conflict resolution skills
  • Ability to successfully manage budgets and achieve performance targets
  • Ability to set priorities, solve problems and meet deadlines under pressure
  • Knowledge of the Ontario Planning Act and experience at the Ontario Municipal Board/Local Planning Appeals Tribunal or other tribunals
  • Experience in environmental planning and urban design would be an asset
  • Knowledge of community energy conservation policies and implementation measures would be an asset.
  • Excellent communication and presentation skills with the ability to communicate with all levels of staff, Council, stakeholders and the general public
  • Ability to deliver results on strategic objectives through effective planning, team management and problem solving
  • Experience with Microsoft Office (Word, Excel, Power and other applicable federal and provincial legislation, standards and specifications
  • Proven ability to establish and maintain effective working relationships with a diverse group of stakeholders
  • Commitment towards continuous learning, growth and the achievement of high performance
