Job summary
Resumes are being accepted for the position of Manager, Data, Delivery and Digital with the Information Technology department. Reporting to the General Manager, Information Technology (IT) this position will provide leadership to the IT Project Management Office, Web and Digital team as well as the Geographic Information Systems (GIS) and Data team through the Program Manager. The successful candidate will support the implementation of the IT governance processes (including project selection, ranking, reporting and monitoring) and will be responsible for resource management within the IT department. This position will collaborate with senior stakeholders, business managers, process owners and project managers both in-house and contract to ensure stakeholder requests are captured, evaluated and prioritized. This function will also be the lead for establishing roadmaps for both web and digital and GIS and data, including required system/tool implementation and end-user training. Guided by the goals and objectives of the City of Guelph Administrative Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will aid in the achievement of the Community Vision – to be the city that makes a difference.
 
Duties
  • Provide visible and positive leadership to staff consistent with the commitments of the City’s Leadership Charter, developing and nurturing a work environment that is inclusive, respectful and motivating for staff
  • Lead the development of the annual IT work plan by balancing the needs of corporation, the corporate strategic plan and the IT Master Plan
  • Define, implement and maintain project governance framework
  • Develop and promote project management methodologies and corporate project standards
  • Develop and maintain relationship with stakeholders throughout the organization
  • Provide direction and coaching to project managers, digital and web team and Data/GIS teams of professionals to ensure engagement of all staff
  • Provide status of current and future projects to senior management and various governance committees
  • Conduct research and makes recommendations on department services, processes and standards
  • Execute audits periodically to ensure the project framework is being properly managed and required guidelines are consistently being met
  • Involved in the planning and prioritization of business requests, projects and enterprise based application solutions
  • Establish, in conjunction with Records and Information Management Steering committee, corporate data management policies, guidelines and processes
  • Establish guidelines to ensure safe/secure digital presence on both intranet and internet site while increasing end user functionality
  • Work across the organization to further the use of established Geographic Information Systems (GIS) and look for new solutions
  • Perform other related duties as assigned
 
Qualifications
  • Considerable experience related to the duties listed above, normally acquired through the completion of a university degree in Computer Science or a related discipline and considerable experience in service planning and support in a medium to large sized corporate environment, preferably in a municipal setting. Candidates with equivalent combination of education and experience may be considered.
  • Excellent leadership skills with a demonstrated ability to effectively manage, motivate and engage staff to achieve the goals of the division
  • Several years’ experience of staff management as well as managing people managers
  • Project Management Professional (PMP) designation
  • Experience in managing a PMO or equivalent experience preferably within Information Technology or Corporate Services
  • Experience with ITIL V3 or V4 Foundation or equivalent service management experience would be an asset
  • Experience with project management systems such as Eclipse, Microsoft Project or similar software
  • Excellent analytical, problem solving and decision-making skills
  • Excellent communications skills (both oral and written) with the ability to communicate with all levels of staff, stakeholders and the general public
  • Able to handle multiple and changing priorities and coordinate available resources accordingly
  • Ability to work both independently and in a team environment
  • Advanced competency with Windows and Microsoft Office Suite
 
Rate
$98,786.96 - $123,483.70
