Job summary
The successful candidate will work as a part of a dynamic and collaborative team to coordinate the development and implementation of the award-winning Water Efficiency Strategy (WES). Work includes ongoing administration of the City’s residential water efficiency programs, program auditing and research, and public and youth education programming. This position requires excellent project management skills to help the City meet the WES targets, and monitoring and evaluation of program success to continually improve programs. Guided by the goals and objectives of the City of Guelph Corporate Administrative Plan and a commitment to the Corporate Values of integrity, excellence and wellness, the candidate will help the City meet its Community Vision to be the city that makes a difference.
Hours of Work
35 hours per week Monday to Friday between the hours of 7 a.m. and 5 p.m. The position requires the ability to work alternate hours on evenings and weekends as necessary to facilitate community outreach programs.
  • Assist in the implementation and optimization of the 2016 Water Efficiency Strategy recommendations.
  • Develop, implement and report on the City’s multi-residential audit and other rebate programs.
  • Develop, deliver and report on the City’s youth-based programming, including in-school presentations.
  • Collaborate with internal and external partners to deliver public and youth-based special events such as the H2OGo Festival and award-winning H2Awesome grade school event.
  • Coordinate the process for completing customer rebate applications, provide excellent customer service support, oversee contractors and validate/verify related rebate documentation including coordination of water fixture audits.
  • Meet program goals/targets to achieve water savings, monitor success and evaluate results as outlined in the Water Efficiency Strategy.
  • Evaluate program effectiveness, communicate results and make recommendations to management and other stakeholders on improvements to programs, processes, policies and procedures.
  • Provide technical review and product evaluation of water efficiency technologies, practices and behaviors.
  • Produce Council reports and grant fund applications as needed to support the delivery of the Water Efficiency Strategy.
  • Work with Corporate Communications to develop communications and marketing materials to promote water efficiency and tap water programs, policies and resources.
  • Support the management of contractors for water efficiency projects utilizing project management tools by preparing project charters, terms of reference and technical specifications, and by reviewing proposals/quotations to make recommendations for contract selection; monitor and evaluate contractor performance.
  • Support the Supervisor, Water Efficiency with water efficiency-related purchases from retailers and distributors.
  • Build relationships and deliver program outreach with the public, other municipalities, partner agencies, and local contractors in support of the City’s water efficiency efforts.
  • Act as a liaison with various corporate and external agencies in the development and administration of programs involving community and external partner participation.
  • Attend public meetings and community events as required including the Water Conservation and Efficiency Public Advisory Committee.
  • Travel to events and meetings within the city and regionally to support program consultation, conduct field audits and coordinate contractors, as needed.
  • Other related duties as assigned.
  • Experience related to the duties listed above, normally acquired through the completion of University degree in Environmental Studies, Resource Management or a 3 year community college diploma in Environmental or Civil Engineering Technology or a related discipline and 3-4 years’ experience with developing and delivering utility-related rebate/certification programs and effectively reporting to a variety of audiences. Candidates with an equivalent education and experience may be considered.
  • Experience collaborating with community partners and special event planning and execution.
  • Experience presenting to and engaging youth of all ages in large and small groups.
  • Possession a valid ‘G’ driver’s license and have a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last five years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Ability to develop, implement and evaluate the effectiveness of rebate, audit, certification programs, public outreach and educational programs, and to make recommendations to improve these programs.    
  • Intermediate skills with Microsoft Office (Word, Excel, PowerPoint and Outlook).
  • Intermediate skills with Microsoft Access would be an asset.
  • Excellent interpersonal and communication skills with the ability to communicate with all levels of staff, stakeholders, youth and the general public.
  • Excellent organizational skills with the ability to manage multiple tasks and assignments in a fast-paced, demanding environment.
  • Ability to work effectively both independently and in a team environment.
  • Excellent observation and problem solving skills; ability to analyze and interpret situational customer service inquiries, evaluate alternatives and make independent decisions and recommendations on behalf of the City.
  • Knowledge of theories, principles and practices of water efficiency, water efficient technology, stormwater management, water auditing procedures and techniques, and program management.
  • Experience in delivery of water efficiency-related programs would be an asset.
  • Experience in municipal water and wastewater efficiency system capacity planning would be an asset.
  • Knowledge of relevant municipal, provincial and federal legislation, acts, regulations and by-laws such as the Municipal Act, Federal and Provincial Source and Drinking Water legislation, Ontario Building Code, Condominium Act, and Occupational Health & Safety Act.
  • Knowledge of industry best practices in water and wastewater processes, municipal civil and environmental engineering is an asset.
  • A satisfactory Police Record Check working with Vulnerable Sectors would be required at time of offer.
$29.81-$36.61 per hour
