This is a permanent full-time position working 35 hours per week.

Reporting to the Manager of the Housing Services Division, the Housing Programs Administrator is responsible for the co-ordination and administration of a range of housing programs and agreements with community housing providers in Halton Region. In addition, the Administrator will support policy elements of strategic community housing management, and support the development, direct delivery and management of individual components of strategic housing programs. Situated in the Housing Services Unit of the Housing Services Division, the Housing Programs Administrator will provide on-going strategic advice and support in the area of community housing. The Housing Programs Administrator will support a number of strategic priorities and initiatives of the Housing Division and Social & Community Services Department.
Preferred Background:
This position requires a Bachelor’s Degree in a Social Service discipline or other relevant field such as Public Administration, Planning or Business coupled with at least three to five (3-5) years of experience in a policy, program development, project management and/or program evaluation role, preferably in the housing industry. The successful candidate must have demonstrated knowledge and understanding of the operations of community housing, including non-profit and co-operative housing as well as knowledge of affordable housing issues and strategic priorities. The successful candidate must have direct experience working with community housing providers and associated Boards of Directors. Highly developed strategic thinking, consulting, facilitation, organizational, administrative, project management and collaboration skills are essential. Exceptional oral and written communication skills are mandatory to effectively communicate with internal and external stakeholders, elected officials as well as to develop and maintain credible strategic relationships with community partners and Community Housing Boards. Strong political acumen and strategic thinking skills are essential, as is knowledge of key housing legislations, inter-governmental housing programs, principles of community housing modernization, budget management, risk management and legal agreement administration. The successful candidate must be pro-active, well researched and capable of providing senior management with credible options for go-forward consideration to achieve stated strategic objectives. LEAN training is an asset. An equivalent combination of education and experience may be considered.

Working Conditions:
The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Police Record Check, by the first day of employment. Some travel is required; incumbent must supply their own transportation.
  • Provides oversight and administration to Halton Community Housing providers inclusive of financial, governance and property management to ensure compliance with the Housing Services Act, 2011, other governing legislations and all Regional Directives and local policies.
  • Acts as principle point of contact to the Manager, Housing Services on post End of Mortgage Maturity issues and supports development of strategies to ensure housing options for vulnerable Halton residents are preserved over a long-term horizon.
  • Works with sector leaders to support the modernization in the community housing sector in conjunction with provincial direction.
  • Conducts operational reviews and Rent Geared to Income (RGI) reviews on community housing providers.
  • Monitors housing providers annual budgets and provides recommendations on annual budget subsidy entitlements.
  • Attends Community Housing Provider board meetings and works with them in a collaborative manner to ensure that legislative requirements are met; they are sustainable and operating at effective economies of scale.
  • Researches, writes and leads development of staff reports, articles, other jurisdictional scans, and position papers on issues related to community housing and prepares presentations, briefing notes and other materials for senior management as requested.
  • Proactively monitors legislative, regulatory and programmatic changes from other levels of government and key stakeholders and communicates and disseminates new community housing policy and policy changes for senior management.
  • Researches and develops policies for local rules for community housing providers that are consistent with legislation.
  • Builds and maintains positive stakeholder relationships, professionally represents the Housing Services Division/Halton Region in meetings with stakeholders and uses effective conflict resolution skills to achieve success.
  • Supports successful implementation of relevant strategic actions of the Region’s Comprehensive Housing Strategy Update 2014-2024.
  • Supports the evaluation of the effectiveness of Halton Region’s plans and initiatives to create and protect assisted housing and effectively report on the same.
  • Ensures that community housing policy development is client focused and well aligned with broader Social and Community Services human services integration approaches.
  • Measures outputs and outcomes associated with community housing and other strategic housing initiatives and undertakes regular program evaluations ensuring continuous improvement and efficient, effective service delivery.
  • Performs other duties as assigned to support Divisional, Departmental and Regional priorities.
