Purpose:
Reporting to the Manager, Project Portfolio Services the Project Manager provides client- driven, valued added project management services and strategic advice and support to the Region’s Departments through a portfolio of projects and business improvement initiatives.  This position will manage and/or participate as a team member on select strategic corporate projects utilizing our corporate project management methodology, integrating change management and continuous improvement strategies
 
Preferred Background:
The successful candidate will possess a degree in Business or related discipline with at least five (5) years of Project Management experience leading strategic initiatives. The ideal candidate should have extensive experience providing project management services in a large organization, managing complex projects across an organization, working with a variety of subject areas, mapping business processes, integrating continuous improvement and change management strategies.  Knowledge of the latest developments and leading practices in the project management industry and profession is required along with highly developed oral and written communication skills, effective report writing and presentation delivery, organizational and interpersonal skills.  The candidate must demonstrate analytical skills in optimizing business processes, identifying options, and recommendations.  Facilitation, coaching, mentoring skills, and proficiency with MS Project, Microsoft Office, and Visio are required.   An MBA, PMP designation, Lean/Six Sigma certification, Change Management designation are assets as well as a strong sense of political acuity and experience in a municipal or other government setting.   An equivalent combination of education and experience will be considered.
 
Duties:
  • Manage and/or participate as a team member on strategic projects consisting of resources from business experts from other departments and staff from Regional partner organizations, externally contracted consultants and vendor representatives.
  • Supports project portfolio management processes with Departmental/Divisional Management Teams
  • Monitors project performance and initiates corrective action for select corporate projects.
  • Apply knowledge of Regional business practices and industry best practices to identify business improvement opportunities.
  • Analyze data and support the collection and analysis process for performance measurement
  • Analyze and document project specific processes to fully understand impacts of change initiatives.
  • Facilitate and coordinate the existing Region’s Strategic Business Plan project alignment, progress reporting, and senior management updates throughout the plan lifecycle
  • Promote, educate, advocate and apply, across the organization, the principles of project management.
  • Facilitate the building of organizational capacity to undertake project management activities in the various practice areas through coaching, training workshops and other techniques.
  • Research, review, and report on existing and new management tools and methodologies, and provide advice on emerging management techniques and other concepts and their applicability to the Region.
  • Establish and maintain contact with professionals in related fields to ensure that skills, knowledge and practice are current.
  • Perform other duties as assigned.
