Manager of Budget & Financial Reporting/Deputy Treasurer

Reporting to the Director of Finance, the Manager of Budget & Financial Reporting/Deputy Treasurer is responsible for the following:
  • Supervising and scheduling staff assignments, including discipline and terminations.
  • Overseeing and ensuring accounting procedures adhere to Generally Accepted Accounting Principles (GAAP), regulatory legislation and municipal by-laws.
  • Maintaining hierarchal structure of the General Ledger, ensuring timely and accurate review, analyses and reconciliations of general ledger accounts.
  • Reviewing and approving all general ledger journal entries.
  • Reviewing departmental operating statements (including Budget to Actual variance analysis) on a monthly basis.
  • Prepares year-end working papers and supporting schedules and the coordination of annual external auditors.
  • Prepares and submits the Financial Information Return / Performance Measurement statistical requirements.
  • Leads in the development and preparation of annual budgets and business plan.
  • Knowledge of the Development Charges by-law and the allocation of payments to the various reserves.
  • Assumes the role of Director of Finance & Treasurer in his / her absence in conjunction with the Manager of Revenue / Deputy Treasurer.


The successful applicant will possess:

  • Post-secondary degree in an Accounting or Financial program or equivalent, and recognized professional designation (CA, CGA, CMA, CPA).
  • Five (5) years of experience in the Accounting and Finance field, preferably in a Municipal environment.
  • Supervisory experience in a unionized environment.
  • Knowledge of public sector accounting (PSAB) and the Municipal Act.
  • Excellent analytical, research, problem solving, report writing, project/time management, presentation, organization, communication, demonstrated leadership, and supervisory skills.


Yearly wage range: $101, 301 - $123, 614 (2020 rate) plus a comprehensive benefit package.
