Supervisor, Water Resources
 

Cataraqui Conservation is seeking a highly motivated individual to fill the position of Supervisor, Water Resources within our Watershed Planning and Engineering Department. Location: Kingston, Ontario 
Status Full-time, permanent position
Hours: 35 hours per week
Compensation: Level 6 on 2021 compensation grid ($67,115 - $89,485)
 
The Supervisor, Water Resources contributes to the leadership and management teams of Cataraqui Conservation by overseeing three staff (Water Resources Technologist, Watershed Planning Coordinator and the Source Protection Analyst) and provides guidance on water resource initiatives, project management for operating, capital and special projects,  oversight and input on department budgets, and environmental and engineering expertise to support Cataraqui Conservation’s watershed management program.
 
Key Responsibilities:
  • As a key member of the Leadership Team, guide section staff, budget development, develop work plans, and utilize project management techniques
  • Provide oversight to flood forecasting & warning and low water response programs through team planning, data management and analysis, and communications to partner organizations
  • Support the updating and development of floodplain mapping for the region
  • Provide stormwater management input and oversight to support watershed health through the review of development applications and policies
  • Oversee watershed monitoring program including groundwater, benthic, hydrometric, and surface water quality
  • Provide project management and support policy implementation for the Drinking Water Source Protection program including financial and annual reporting, agenda and meeting development, and municipal and community engagement
  • Provide technical advice to municipalities, other levels of government, community organizations and the public regarding environmental conservation (water resources aspects)
 
Qualifications:
  • Certification as a Professional Engineer or Engineering Technologist in Ontario
  • Degree or Diploma in civil engineering, water resource management, or equivalent
  • 3+ years related experience in a supervisory role
  • Demonstrated project management experience
  • Advanced knowledge of applicable legislation and relevant departmental policies and procedures
  • Excellent verbal and written communication, interpersonal, problem solving, presentation and organizational skills including the demonstrated ability to describe technical content in clear-language terms when addressing outside agencies and the public as well as the ability to make technical presentations to municipal/provincial officials and write technical reports and policy
  • Ability to perform under pressure, and address multiple priorities
  • Proficiency with the full suite of Microsoft Office software, water information systems, and familiarity with geographic information systems (GIS)
  • Proficiency with aerial photographs, maps and development plans
  • Quick learner with accuracy and attention to detail
  • Demonstrates flexibility and ability to adapt to a fast-paced changing environment
  • Valid Class G Driver’s License or equivalent required
  • Working at Heights safety training and First Aid an asset
