GIS Analyst
Status: Permanent Full-Time
Hours of Work: Seventy (70) bi-weekly

Position Summary:
 
Reporting to the GIS Manager, the GIS Analyst will provide technical supervision required to support the operation and utilization of the Geographic Information System. Provide technical expertise to both internal County departments and external Municipal Partner municipalities; providing data maintenance and integration, data analysis, map production, technical guidance and assist with other aspects of the GIS.
 
Qualifications:
 
Education, Certification & Licenses 
  • Post-secondary degree or diploma from a recognized college or university with a concentration in Geographic Information Systems (GIS) or a related field.
  • The possession and maintenance of a valid driver’s license and access to a vehicle is required.
 
Experience 
  • Minimum two (2) to three (3) years’ practical experience working with GIS Technology, including spatial data creation, cartographic and analytic productions.
  • Minimum one (1) year of municipal GIS experience would be an asset.
 
Knowledge 
  • Experience with ESRI’s 10.X desktop, server, and mobile technology to perform application support functions as assigned
  • Experience in creating and maintaining relational databases, Microsoft SQL and linking them with GIS.
  • Experience working with ESRI ArcSDE Technology and versioning
  • Experience working with ESRI Cloud based technology/ArcGIS Online
  • Knowledge & experience with implementing field collection applications e.g. ESRI Collector, Survey 123, & Workforce
  • Knowledge of and experience with Global positioning systems (GPS) in data conversion, data transfer, retrieval, and data acquisition

 

Skills & Abilities

  • Excellent presentation and graphic design skills for the creation of professional quality maps and related products, Adobe Photoshop
  • Ability to perform spatial analysis of varying degrees of difficulty and to present results in a clear and comprehensive form.
  • Demonstrated communication skills, both verbal and written.
  • Proficiency with Microsoft Office products (MS Word and Excel) and Geographic Information applications.
  • Autodesk CAD experience is an asset.
  • Programming skills in JavaScript, Python and HTML is an asset.

 

Position Responsibilities:

 

  • Manage & administer the ArcGIS enterprise infrastructure i.e. ArcGIS Server, SQL Database Server, and the Desktop ArcGIS applications.
  • Administer and maintain the Centralized County Municipal GIS Viewer Web application and ArcGIS Online/Cloud based mapping applications.
  • Undertake systems analysis for integration of GIS with corporate business data and applications, including client consultation, modeling of GIS databases, evaluation of technical and end user requirements.
  • Design, develop, implement, and enhance GIS applications including graphic user interfaces, data transformation, automation, validation and quality control, map generation, spatial analysis, and systems integration processes.
  • Design and publish web mapping services, configure/customize applications to specific user needs, set-up user accounts and assign permission level security.
  • Configure connections to the corporate SQL , ArcSDE, Geodatabases, Microsoft Access.
  • Administer, monitor, tune and optimize GIS web and application servers to ensure their security, fault tolerance and efficient performance.
  • Administer data maintenance cycles, data custodian information and metadata/data dictionaries for all County and partner municipalities’ data holdings.
  • Organize, integrate, and maintain relational databases of GIS data within the corporate SQL database.
  • Creates data as required and performs quality assurance on data created by verifying the positional accuracy of the GIS data against available Orthophotography, Teranet parcel fabric, and other GIS datasets.
  • Maintain core feature data and attributes deemed important to the business of the corporation and its partners such as the 911 single line road network, civic addressing, and emergency planning feature classes.
  • Work on GIS projects independently or in a team environment to develop custom data, maps, statistics and other products.
  • Provide advanced spatial and statistical analysis and transformation to support business unit operations and service delivery.
  • Communicates with external/internal clients in order to determine their data needs.
  • Prepares data deliveries for internal and external clients, ensuring that proper invoicing of clients occurs and that the data delivers is in the requested format and covers the requested area.
  • Create and maintain field data collection applications i.e. ESRI ArcGIS Collector, Survey 123, & Workforce that support data collection for both county and municipal asset management targets.
  • Provide client services for map and data requests i.e. custom maps in digital and hard copy formats for County & municipal staff.
  • Design and produce custom graphics for inclusion on maps for the purpose of visual enhancement.
  • Maintain the County Web map gallery using internal web management tools.
  • Provide technical support to users of the GIS Viewer application over the phone or through email (100+ Clients)
  • Develop customized instructional material to facilitate the delivery of GIS training to end users.
  • Communicate with users to notify them of recent upgrades, improvements, or additions to the application and provide instruction where needed.
  • Notify users when system is not operational due to maintenance or technical difficulties and provide interim GIS services for immediate needs.
  • Write internal standards & process documentation.
  • Conduct research and keep abreast of trends and changes, with new technology in the GIS space
  • Acquire, develop, and implement new technology to streamline processes.
  • Continually update technical skills to reflect County direction and industry trends.
