requires a Manager, Capital Projects
Regular Full-Time (35 hours per week)
Under the direction of the Director, Engineering Services, the Manager, Capital Projects is responsible for the management and implementation of the work and the achievement of the objectives within the Capital Projects business unit, incorporating the planning, design, budgeting, approval, construction and overall implementation of infrastructure projects including roads, bridges, municipal services, facilities and green spaces such as parks, trails and open space on Town-owned lands, and other capital projects or works as assigned, in consultation with the user department program needs. The position works closely with Asset Management to plan the Town’s future capital infrastructure programs.
How do I qualify?
  • Post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology, as well as OACETT Certification as a Certified Engineering Technologist (C.E.T.) or membership in Professional Engineers Ontario (P.Eng.), accompanied by provincial government training and certification in related construction/inspection/installation courses with progressive experience to a senior level in a municipal environment.  An equivalent combination of education and experience may be considered.
  • Currently a member of OACETT or Professional Engineers Ontario, or eligible for membership. 
  • Class G driver’s license in good standing and a reliable vehicle to use on corporate business.
  • Due to the responsibilities of this position a Police Information Check satisfactory to the Town is required.
Knowledge/Skills Required
  • Progressively responsible experience at a senior supervisory level.
  • Strong customer service orientation, interpersonal, consultative, negotiation, project management, problem-solving, analytical, presentation skills and contract administration.
  • Excellent verbal and written communication skills.
  • Thorough knowledge of budget preparation and management.  Knowledge of the budgeting process and forecasting to collaborate with other Commission staff involved in the budgeting and forecasting process.
  • Proficient in the use of MS Office (e.g. Word, Excel, PowerPoint and Outlook).
  • Broad knowledge of municipal engineering with respect to the delivery of infrastructure planning, design, rehabilitation and maintenance, and new construction.
  • Knowledge of watermain, sanitary and storm sewers, Low Impact Development (LID), roads and bridges construction and inspection. Knowledge of electrical, plumbing, HVAC & building structures required for overseeing the design, installation, troubleshooting and maintenance of systems.
  • Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act as well as the Employment Standards Act.
  • Demonstrated experience in overseeing the management of contractors and consultants as well as liaising with external agencies such as regulatory bodies (LSRCA,TSSA,MOE) and utility companies.
  • Demonstrated ability to determine annual (and 5 and 10 year) Capital Programs for Town-owned assets and monitor & control the delivery, with particular focus on the costs, quality, scope and timelines.
Salary: $100,536 - $125,669/year
