Scope of Position:
Responsible for monitoring operation of the County's financial system architecture, ensuring that the financial systems meet the accounting and reporting requirements of the County’s
Departments / Divisions. Maintain complex processes to ensure integrity of the financial systems and to guarantee reliability of the financial information housed in those systems. The position will also provide follow-up user training and troubleshooting to end users of the system and liaise with software vendors.
Position Description:
  • Monitors operation of County’s financial systems infrastructure which includes Diamond Municipal Systems, Great Plains Dynamics Financial System, WorkTech Service Management System and FMW Budget Systems ensuring that these systems are available to meet the accounting and reporting requirements of the County’s Departments / Divisions.
  • Maintain the complex integration of the systems comprising the Financial Systems Infrastructure guaranteeing the integrity of the information contained in these systems.
  • Maintains corporate policies and processes for the management and operation of the County’s Financial Systems Infrastructure.
  • Participates internally and with external agencies to identify and implement best practices for the management and operation of the County’s Financial Systems.
  • Researches and monitors the software and related systems services market to provide be up-to-date with current trends and provides recommendations to upgrade and improve the financial systems installed in the County.
  • Liaises with Departments / Divisions and IT in their selection of departmentspecific solutions to ensure proper integration with the County’s financial systems.
  • Ongoing consultation with Departments / Divisions to understand their changing business operations and provide advice on changes to meet their accounting and financial reporting requirements.
  • Develops and maintains financial reports for Departments / Divisions to meet their internal management reporting and external financial reporting requirements.
  • Develops and presents training programs to County staff regarding use and operation of the County’s financial systems.
  • Monitor the policies and procedures for data collection and financial information processing to ensure accuracy of the data maintained in the financial systems.
  • Monitors financial information processes, ensuring the information is processed accurately and on a timely basis – for example inter-departmental charges.
  • Assist with weekly cheque runs as needed.
  • Performs other related duties as assigned.
Knowledge and Experience:
  • Grade 12 plus an additional Community College program in business administration/accounting studies.
  • Degree in business administration, accounting, commerce, or related discipline would be considered an asset
  • A professional accounting designation from the Chartered Professional Accountants Association or enrolment in the program would be considered an asset.
  • Minimum of 3 years of progressive accounting and financial analysis experience in a large, complex organization
  • Experience in implementing and working with complex financial systems, preferably with the systems in the County’s financial systems architecture
  • Experience within an Ontario municipal environment is preferred
Skills and Abilities:
  • Thorough understanding of general accounting principles and financial reporting particularly with respect to the FIR and PSAB reporting standards and preferably in a municipal setting
  • Thorough knowledge of corporate standard software, including Microsoft Office Products (Word, Excel, PowerPoint, Access, Share Point)
  • Ability to communicate effectively and concisely, both orally and in writing
  • Ability to work alone and in a team environment to establish and maintain effective working relationships County staff at all levels
  • Excellent analytical and evaluation skills
  • Excellent project planning skills, strong interpersonal skills, ability to manage complex and conflicting priorities, practical approach to problem solving
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act
  • Valid Ontario driver’s license and access to a reliable vehicle
