The Municipal Property Assessment Corporation, Strategic Communications department requires one (1) Account Lead to manage relationships with internal clients and develop and implement results-driven communication strategies to support deliver of MPAC’s brand promise, strategic plan and 2020 Assessment Update. This includes providing strategic counsel and advice to MPAC leaders and internal clients; working closely with specialists and subject matter experts to create communication plans and products; reviewing and approving work done by specialists to ensure a coordinated approach, alignment with brand and adherence to best practices.
 
RESPONSIBILITIES:
 
Technical Contributions
  • Provides input to Communications Director regarding MPAC’s overall communication plan within the framework of an integrated communication strategy that supports MPAC’s overall strategic objectives;
  • Works closely with each branch’s Vice President to formulate a communication plan (including deliverables, service levels, budget and priorities), ensuring they are aligned with the Strategic Communications Department plan;
  • Develops and maintains corporate communication projects ensuring that internal clients and internal audience requirements are included in part of all plans;
  • Coaches Communication Specialists in the development and execution of communication strategies, plans, projects and programs;
  • Designs and leads measurement of the effectiveness of internal communication projects, and develops recommendations for continuous improvements;
  • Ensures alignment of departmental and corporate branding strategies, including the dissemination and governance of corporate strategic, visual identification and key message standards;
  • Actively participates in client priority projects as the primary communications contact, including (but not limited to) sourcing, vendor management, troubleshooting and accessing specialized services within Communications Department or from outside service providers;
  • Review projects completed by Communication Specialists ensuring messaging is accurate and appropriate based on project plan;
  • Supports Communication Specialists in reviewing the content on the MPAC internal and external web sites are consistent in timing, accurate messaging, current and meets MPAC standards;
  • Participates and supports development of communications policies, procedures, processes and guidelines as they relate to internal communications, ensuring that they enhance corporate themes; and
  • Facilitates the development, design and execution of communications projects and products in print and online. 
 
Customer/ Stakeholder Management
  • Acts as the primary contact to each branch Vice President for communication services, providing counsel and feedback to each branch on service planning, sourcing, costing and related inquiries;
  • In consultation with the Director and Vice President, Strategic Communications & Marketing, liaises with and provides confidential, strategic internal communications advice and support to leadership on programs and initiatives;
  • Works in partnership with change management lead in Strategic Project Management to ensure consistency with corporate change management strategy and plan;
  • Works closely with senior leadership to maintain an understanding of current communications challenges and requirements;
  • Tracks and analyses issues arising from MPAC governing committees as relates to branch communications;
  • Conveys branch priorities, needs and feedback for continuous improvement;
  • As the key client liaison collaborates and partners with the branch to understand the business priorities that require communications advice and support needs for the business in resolution of conflicts related to the implementation of communication projects; and
  • Responds to information requests from internal sources in a timely and accurate manner. 
 
Financial Management
  • Ensures the efficient and effective use of fiscal and physical resources within the function through the coordination and consolidation of budget requests, roles, and distribution of funds in the execution of the branch’s communications plan;
  • Develops and monitors the budget for branch communication plans;
  • Ensures financial project management support for relevant strategic initiatives and the successful attainment of their goals; and 
  • Ensures that the assignments of Communications staff are carried out consistent with MPAC policies and procedures.
 
Human Resources Management
  • Promote a team-based and customer-oriented approach to service delivery;
  • Assigns work and monitors outcomes for accuracy, timeliness and quality; and
  • Other duties as assigned.

 

 

LOCATION: MPAC Head Office, Pickering

 

QUALIFICATIONS:
 
  • Completion of a university degree in public relations, communications, journalism, marketing, or related field;
  • Minimum 5-7 years experience in progressively responsible communications positions, preferably within a government agency and/or Broader Public Sector environment with a minimum of 3 years of project management capacity;
  • Demonstrated advanced level of skill in researching and writing corporate communications materials, with experience in various mediums and styles including formal briefing/board reports, news releases, articles, brochures, general correspondence, multimedia and internal/web-based employee communication materials;
  • Excellent written, verbal and presentation communication skills to prepare and edit communications and effectively represent the organization;
  • Demonstrated consultation, communication and interpersonal skills to address all levels of the organization, and external stakeholders including Ontario municipal and provincial governments;
  • Knowledge and understanding of MPAC business, services and products;
  • Strong knowledge and understanding of communication strategies and initiatives and the ability to show how they align to the overall organizational direction and vision;
  • Strong project management skills required to manage multiple projects, staff and vendors/suppliers;
  • Advanced proficiency in the use of Microsoft Office products and web-based tools;
  • Excellent organization skills to work on concurrent priorities with tight timelines and ability to meet deadlines while maintaining a high level of accuracy; and
  • Strong problem-solving abilities in order to diagnose communication issues, research potential options, determine the best course of action and recommend solutions.
