Project Manager – Business & Contract Services

Responsible for planning, managing and delivering Transportation Services, Parks and Forestry Operations (TSPFO) projects to the required scope and quality, within the defined schedule and budget; applies the Corporate project management methodologies (which are aligned with the PMI’s PMBoK) to plan, design, organize, execute, control and report on projects; manages and supervises the activities of project teams, which may include City staff and external resources. Projects will consist primarily of initiatives that improve TSPFO business practices, resulting in changes to service delivery models, business processes, technology, data management, policies and procedures, and staff roles and responsibilities. Projects may also comprise leading the TSPFO component of Corporate initiatives.
Qualifications and experience:
  • Successful completion of a University Degree in Engineering, Business Administration or Public Administration, or demonstration of equivalent experience.
  • Minimum five (5) years demonstrated experience managing projects, including project initiation, planning, scheduling, budgeting, execution, monitoring, and human resource management.
  • A valid Ontario Class "G" driver's license with access to a reliable vehicle for use on corporate business.
  • Certified Project Management Professional (PMP), or demonstrated experience managing complex projects in accordance with Project Management Book of Knowledge (PMBoK) principles.
  • Ability to use the following software applications is considered an asset:
    • JD Edwards EnterpriseOne
    • Sharepoint, as a viewer, editor or contributor
    • MS Office 365, including Outlook, Word, Excel, Powerpoint Visio, Project and Skype
    • ESRI GIS
    • Eclipse PPM for project management
  • Demonstrated experience in implementing business improvements involving changes to governance, processes, technologies, data and skills.
  • Demonstrated knowledge of applicable legislation, municipal government organization and structure, industry standards, issues and the City.
  • Knowledge of technologies and software for delivering transportation, parks, forestry and horticulture services, and how those tools integrate with other enterprise technologies, such as financial, work order management, and geospatial information systems (GIS).
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of service delivery.
  • Leadership competencies including leveraging diversity and differences, customer focus, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
  • Demonstrated political acumen and ability to negotiate/mediate, and present information to management, project teams, and stakeholders.
  • Excellent interpersonal skills and ability to deal with a spectrum of stakeholders, and foster cooperative/collaborative working relationships and working effectively as a team leader.
  • This is predominantly an office position. Occasional field visits will be required to review infrastructure, and meet with operations teams and external partners.
  • Employee must be available to work outside of regular working hours when needed.
