(35 Hours/Week)
The Township is part of the vibrant Niagara Region, a mix of small urban/rural agricultural areas. Its southern boundary is the northern shore of Lake Erie with the Welland River winding through the Municipality.
The Drainage Superintendent plans and supervises the construction, maintenance and repairs of municipal drainage works. Oversees the operation of the municipal drain system by investigating concerns and ensuring compliance under the authority of the Drainage Act and manages issues regarding noxious weeds as the Weed Inspector under the authority of the Weed Control Act. Reporting to the Manager of Operations, the Drainage Superintendent will:
  • Manage the maintenance of existing drains and the construction of new drains in accordance with the statutory requirements and municipal by-laws under the Drainage Act and Tile Drainage Act
  • Prepare and submit, in a timely manner, all documentation required for submission to the Ontario Ministry of Agriculture and Food (OMAFRA) for maintenance and construction grants, Superintendent grants and any other grants applicable to drainage
  • Prepare and recommend to Council policies and procedures as they relate to municipal drainage
  • Assist with the billing for new construction and maintenance of municipal drains as per the Drainage Act and Agricultural Drainage Infrastructure Program (ADIP) policies
  • Coordinate the Drainage Advisory Committee
  • Liaise with regulatory agencies (MNRF, DFO, NPCA), and neighbouring municipalities regarding drainage matters
  • Interact with and advocate on behalf of the Township with engineers regarding new and ongoing drainage reports
  • Work cooperatively with other departments within the Township and specifically the Operations Department to achieve program efficiencies to the benefit of the Township
  • Perform all duties and responsibilities in accordance with this position for the Township of Wainfleet and the Township of West Lincoln
  • Directly supervise the drainage excavator operator, contractors and labourers on municipal drain maintenance and construction projects or other projects as directed
  • Deal with concerns of ratepayers and staff regarding noxious weeds, issuing notices/orders to ratepayers with regards to removing noxious weeds with appropriate timelines and follows up
  • Develop and update the annual maintenance and capital budgets for municipal drainage work, including 5 and 10-year forecasts
  • Actively participate in Chapter 5 of the Drainage Superintendents Association of Ontario (DSAO)
The ideal candidate will have the following qualifications:
  • Certified Engineering Technician (C. Tech.) with the Ontario Association of Engineering Technicians and Technologists (OACETT), or capable and willing to obtain certification
  • Minimum 3-5 years in a municipal environment, preferably within a rural or predominantly agricultural setting
  • Thorough knowledge of the Drainage Act, Fisheries Protection Act, Endangered Species Act, Tile Drainage Act, Weed Control Act and other provincial, regional and municipal legislation and policies related to rural drainage systems.
  • Completion of a post-secondary level surveying course or equivalent
  • Knowledge of agricultural practices and rural land use planning
  • Ability to read and review engineering plans, blueprints, profiles, drainage plans and surveys and advise and direct drainage construction and maintenance procedures
  • Demonstrated knowledge of drainage systems construction and design in order to establish grades, determine cuts and estimate removal quantities relative to drain construction and maintenance
  • Knowledge of heavy construction equipment and operations and ability to supervise and direct field operations
  • Successful completion of the Drainage Superintendent’s Course through the Ontario Ministry of Agriculture, Food and Rural Affairs would be considered an asset.
  • Class G drivers license with clean abstract
  • Ability to work flexible hours which may include nights and weekends
